At a work session, Budget Manager Terrence Dela Peña outlined the fiscal 2028 budget process, which runs from a staff kickoff on Oct. 22, 2026 to a public hearing and adoption on June 15, 2027, with council discussions, a department Budget Congress and a city budget open house. Council members discussed reaching residents through the channels they use most and making budget information more accessible. No action was taken on the budget. The council then voted 4-0 to enter a closed session and adjourned at 8:42 p.m.

The Eagle Mountain City Council adopted Ordinance O-45-2026 on Oct. 6, amending municipal code Chapters 9.10 and 17.47 on archery, by a 5-0 vote, according to the signed ordinance and the city's adoption notice posted Oct. 8. After a 4 p.m. work session on RV parking, the fire authority, chaplain services and the investment portfolio, the 7 p.m. session also listed a rezone and development agreement for Corrigan Farms to add the RTI overlay to a 41-acre parcel that could allow a data center with a natural gas power plant, updates to the culinary water and wastewater impact fee plans adding the Spring Run and Talons Cove area, code amendments on fencing, residential standards and master site plans, the Ranches Parkway interlocal agreement with Utah County, a purchase agreement with Smith's Food and Drug Centers, a community garden policy, and speed study results. It also awarded the wastewater treatment expansion bid, created the Mid-Valley community reinvestment area and approved a fifth Overland amendment 4-1. The meeting ended around 12:11 a.m.

The council voted 5-0 to set the fiscal 2026-27 property tax rate at 0.001500, above the certified rate of 0.000530, projected to raise about $5,591,594 (183.02 percent) over the prior year excluding new growth. The council awarded the bid for a 4 million gallon water tank to Probuild Construction on consent and unanimously approved a development agreement letting Mountainland Supply build a retaining wall on a property line. After two failed motions, it approved disposal of about 0.02 acre of city land at $95,000 an acre ($2.18 a square foot) on a 3-2 vote.
