Deed of conservation easement, Deer Haven
Approved with conditions · 4-1
Applicant Scot Hazard said he would meet the easement controls but opposed writing them all into the easement; he accepted four entries a year, adding 'other manmade objects' and keeping half the easement width unobstructed. Council Member Carolyn Love's motion added seven conditions: entry limited to four times a year; restricted amenities and a 50 percent width limit; construction banned March 15 to May 15 and Dec. 1 to Jan. 15, effective Jan. 1, 2023; a hillside section with a 50-foot setback from washes and no development on slopes over 25 percent; lighting limits (3,000 Kelvin, 850 lumens per fixture, recreational lighting no higher than 15 feet); and residential livestock limits on agricultural lots 109 and 110. Council Member Jared Gray opposed, saying agricultural zoning rights should apply and the fence standards would not retain livestock; Council Members Donna Burnham, Melissa Clark and Colby Curtis supported the residential limits. Bettina Cameron urged Deer Haven-only terms.
Item 12.A · Subdivision
Oquirrh Mountain Ranch second master development agreement amendment (Option B)
Approved with conditions · 5-0
The 120.4-acre project has 54 units and a church built on 18 acres, with about 102.4 acres left. Applicant representative Tamara Connolly described a petroglyph park, trail links, 57 acres dedicated to the city and a preference for Option A (maximum 283 units) with Option B as the minimum viable lot count. The Planning Commission recommended Option B (58 lots at 45-foot frontage, 80 at 50-foot, 68 at 55-foot; maximum 260 units). The council approved Option B with eight conditions: wildlife corridor and hill open space as OS-N, improved open space as OS-I, residential pods as RC, HOA ownership of any lift station, five-foot side setbacks with a ten-foot garage side, and a 20-foot southern buffer added to adjacent lots with an easement if a lift station is needed. Cameron supported the petroglyph park.
- Acres: 120.4
- Maximum units: 260 (Option B)
Item 12.B · Subdivision

Approved with five conditions covering compliance with agreement standards, 6.5 acres of improved open space, the side setback rule and an amended and restated agreement.
Item 13.A · City code
Accessory dwelling units ordinance (replacing accessory apartments)
Tabled · 4-1
Steve Mumford presented renaming accessory apartments to ADUs, detached ADU standards, a 30-day minimum rental, tiny home standards and an extra parking space. The Planning Commission recommended approval 4-1. Curtis objected to the RC zone reasoning and asked to prohibit shipping container ADUs; Love proposed an initialed acknowledgment rather than a notarized landlord letter. A resident asked that an ADU above a garage match the garage footprint, which would exceed the proposed 1,000-square-foot cap. Mumford said state law bars limits on internal ADUs based on lot size, frontage or relation to the primary dwelling. The council tabled it to the next meeting.
Item 13.B · Zoning
Fire Station 251 rezone
Approved · 5-0
About 1.25 acres were rezoned to Public Facilities from a Community Commercial plan designation for an approximately 11,000-square-foot station for six firefighters, presented by Steve Simmons of AJC Architects. Burnham recommended headlight screening toward nearby homes. No one spoke.
- Acres: about 1.25
Item 14.A · Development
Spring Run fourth master development agreement amendment
Approved · 5-0
Phase D rises from 178 to 182 units through a road-connection change; applicant representative James Allred agreed to a staff-requested road realignment, and total units remain under the original vesting. The Planning Commission recommended approval unanimously. No one spoke.
Item 14.B · Subdivision
Spring Run Phase D preliminary plat
Approved · 5-0
Plat area is 68.55 acres at 2.72 units an acre, amended to 69.96 acres with up to 268 units at 3.83 an acre; the applicant asked for an exemption from connecting two cul-de-sacs because of grade.
Item 1.B · Development

Bettina Cameron of the Eagle Mountain Nature and Wildlife Alliance explained the purpose of the fence standards and urged applying easement terms only to Deer Haven. At the Oquirrh Mountain Ranch hearing she supported the petroglyph park and removal of a frisbee golf course. A resident asked that an ADU above his garage match the garage design.
