Item 11.A · Development
McDonald's site plan
Approved with conditions · 5-0
The consent agenda approved the McDonald's site plan with a condition that the northeast access be marked exit-only with striping and signage. In the work session Council Member Colby Curtis said the northeast access did not allow enough drive-through queue space and could block Porters Crossing Parkway; Council Member Carolyn Love proposed routing the queue through the northwest access. Applicant representative Darrin Perkes said the driveway could not be narrowed because delivery trucks need it and that corporate branding dictates the design.
- Applicant representative: Darrin Perkes
- Condition: northeast access marked exit-only
Item 12.A · Contract
Second amendment to the Central Utah 911 interlocal agreement
Approved · 5-0
The consent agenda approved the second amendment to the Central Utah 911 interlocal agreement. The minutes give no further detail.
Item 11.B · Development
Available Storage amended site plan
Denied · 2-3
The council rejected 2-3 a motion to approve a phasing change for a self-storage and truck rental site on Pony Express Parkway, in the Industrial zone within the Sweetwater Industrial Overlay Zone. The site plan was approved Oct. 15, 2019; the owner wanted the office and apartment moved to Phase 2, possibly three years out, because a lender advised delaying non-revenue costs. Owner Dustin Aldridge said operations would be automated and remotely managed. Council Members Curtis, Melissa Clark and Jared Gray opposed the delay and wanted the office built in Phase 1; Council Member Carolyn Love questioned placement and cited limits on vehicles outside a privacy wall; Council Member Donna Burnham moved approval with a six-foot block wall along the office site and no other buildings after Phase 1 until the office is built. Mayor Tom Westmoreland said he was hesitant to discourage businesses over automation.
- Applicant: Dustin Aldridge (owner); Ken Menlove, Menlove Construction
- Zone: Industrial, Sweetwater Industrial Overlay Zone
Item 12.B · Other
Extension of the local COVID-19 state of emergency
Approved with conditions · 4-1
The council extended the local emergency declaration, made by the mayor March 16, 2020, through May 19, 2020, 4-1, with a paragraph repealing conflicting ordinances removed. City Administrator Ifo Pili said the declaration helps the city qualify for state and federal assistance. Council Member Colby Curtis said it was unnecessary because the council could meet in regular, special or emergency session and voted no. Council Member Carolyn Love proposed letting the council revoke it at any time; Council Member Melissa Clark proposed removing the repeal paragraph; Mayor Tom Westmoreland said he had not requested the extension. The discussion referenced June 30, 2020, but the motion set May 19.
Item 13.A · City code
Retaining walls in public utility easements, Municipal Code 15.80.050
Approved · 5-0
After a public hearing with no comments, the council allowed retaining walls in public utility easements when the City Engineer decides they will not unreasonably interfere and approves them in writing. Planning Manager Steve Mumford said it addresses existing inadvertent violations. Council Member Colby Curtis worried about developers using easements for small lots; Council Member Jared Gray was concerned about the burden on the engineer.
Item 13.B · Zoning
Carson Crossing West/LCS rezone
Approved · 5-0
After a public hearing with no comments, the council rezoned 6.38 acres at the southwest corner of Pony Express Parkway and Porters Crossing Parkway from the former Town Core Residential district to Community Commercial. It had been tabled Sept. 4, 2018, to allow negotiation over land in the Pony Express Parkway right-of-way. Dan Ford, for the owner, agreed to Community Commercial rather than Commercial. Council Member Jared Gray raised concern that it had not returned to the Planning Commission; the City Attorney said that was not required.
- Acres: 6.38
- Zone: Town Core Residential (former district) to Community Commercial
