Council holds strategic planning session on a draft vision and five focus areas; no action taken
All six members of the council met for a discussion-only strategic planning session. Staff presented on organizational vision, Council Members Craig Whiting and Zachory Huish offered a draft vision statement that the council refined, and the council reviewed five focus areas: citizen experience, stewardship, essential services, regional partnerships and economic prosperity. Department heads will identify key projects and a later meeting will finalize council priorities.

Council approves first fiscal 2026-27 budget amendment 3-0 with two members excused; consent items include Midvalley Road change orders
With Council Members Zachory Huish and Rich Wood excused from the policy session, the council voted 3-0 on every action, including the first amendment to the fiscal 2026-27 budget after a hearing, the consent agenda with an added shared parking condition for Spring Run Plaza Lot 2, and a training on open meetings and ethics. Council denies Pinnacles rezone 3-1, approves Gateway Park Phase 3 plat for proposed charter school site and new retaining wall rules
With Council Member Rich Wood excused, the council voted 3-1 to deny the Pinnacles rezone and master development plan amendment, with Council Member Melissa Clark opposed. It approved the Gateway Park Phase 3 preliminary plat 4-0 without the condition to rename Gateway Park Boulevard, adopted a risk-based retaining wall standard, a property tax allocations ordinance and a Brylee Farms Phase B amendment, and added a wildlife corridor dedication to the legislative priorities.

Council sets 0.000900 tax rate 4-1, repeals earlier rate, adopts $363,992,973 budget 4-1 and awards wastewater expansion bid
The council repealed the 0.001500 property tax rate set August 6 (4-1, Council Member Rich Wood opposed) and approved a 0.000900 rate against the 0.000530 certified rate (4-1, Wood opposed), projected to add about $2,132,876, or 69.81 percent, over the prior year excluding new growth. After 28 speakers and 7 read comments, it adopted the fiscal 2026-27 budget of $363,992,973 4-1 with Council Member Zachory Huish opposed, removing $1 million for rodeo grounds and $2.5 million for land acquisition. It also awarded the wastewater treatment expansion bid, created the Mid-Valley community reinvestment area and approved a fifth Overland amendment 4-1. The meeting ended around 12:11 a.m.

Council unanimously sets 0.001500 property tax rate after nearly three-hour truth-in-taxation hearing
At a special truth-in-taxation hearing that ran from 6:02 to 10:38 p.m., about 56 people spoke in person, about 11 virtually, and about 26 submitted written comments, both supporting and opposing the increase. The council voted 5-0 to set the fiscal 2026-27 property tax rate at 0.001500, above the certified rate of 0.000530, projected to raise about $5,591,594 (183.02 percent) over the prior year excluding new growth. The council repealed and replaced this rate on August 18.

Council approves Scenic Mountain rezone and transportation master plan changes unanimously and holds CDBG hearing
After a work session on the Brylee Farms townhomes, the Healthy Utah Community designation, a satellite company's line-of-sight concerns and the project list, the council unanimously approved the Scenic Mountain rezone and general plan amendment and adopted the transportation master plan and impact fee facilities plan with two changes: adding E 1000 N as a minor collector and removing the Canyon Wash connection. It also held a hearing on the 2026 CDBG action plan and approved a chapel site plan and development agreement on consent.

Council hosts interlocal transportation meeting on Lake Mountain Corridor and Silverlake school connection; no action taken
Four Eagle Mountain council members met with Saratoga Springs, UDOT, Mountainland Association of Governments and school district representatives to review the Lake Mountain Corridor (formerly Mid Valley Road) study and a possible Silverlake Parkway connection into Saratoga Springs. No votes were taken and the minutes say no final direction was established; additional traffic modeling and alternative alignments will be evaluated. The mayor was excused.

Council approves Triumph affordable housing amendment, noise rule update and Brylee townhome change; mayor excused
With Mayor Jared Gray excused from the policy session and Council Member Melissa Clark presiding as mayor pro tempore, the council unanimously approved the second amendment to the Triumph master development agreement for affordable housing pods, an amended noise ordinance aligned with Senate Bill 202, and an amendment to the Brylee townhomes agreement. It added work with Best Friends Animal Society to the legislative priorities 4-1.

Council adopts alternative energy overlay zone 4-1 after tie-breaking failed tabling motion, denies Eagle Quest East extension and approves speed study 4-1
After a motion to table failed 2-3, the council adopted the alternative energy overlay zone, with administrative appeals going to the council, on a 4-1 vote with Council Member Rich Wood opposed. It denied a second amendment to the Eagle Quest East development agreement 5-0, approved a citywide speed management study 4-1 with funds from speed table money, and adopted annexation policy and sign rules. The session ended at 11:43 p.m.

Council passes interim fiscal 2027 budget and tax rate 4-1 after hearing; third budget amendment passes 3-2 as a member says he meant to vote yes
After a 26-minute hearing with four speakers, the council approved the fiscal 2026-27 interim budget and proposed certified tax rate 4-1, with Council Member Zachory Huish opposed. A third amendment to the fiscal 2025-26 budget passed 3-2 with Huish and Council Member Rich Wood voting no; Huish said afterward he intended to vote yes and the city attorney advised no second vote was needed. About 14 people spoke for a Silverlake Parkway connection to Saratoga Springs.

Council pledges sales taxes for Redevelopment Agency bonds 3-1, sells city land at $2.07 a square foot and pulls Horizon plan after residents object
The council pledged sales and use taxes for Redevelopment Agency bonds, Series 2026, on a vote with Council Member Rich Wood opposed and Council Member Zachory Huish abstaining, approved a recreation grant application, building code contract and franchise on consent, and sold a portion of a city parcel at $2.07 a square foot. The Horizon Master Development Plan was removed from the agenda after eight people spoke against it or about related concerns in public comment. The meeting ran past 11 p.m.

In a special budget work session, Mayor Jared Gray read the proposed property tax impact schedule, noting the tentative budget includes a property tax increase for public safety, and staff reviewed employee position requests in the tentative fiscal 2026-27 budget. No figures are in the minutes. Council Member Rich Wood was excused though recorded voting yes on adjournment.

Council approves Ivory Homes memorandum with edits, Flagship Homes agreement and start of fire service withdrawal; denies lot standards ordinance 5-0
All votes were 5-0. The council approved a memorandum of agreement with Ivory Homes after changing 'will' to 'may' and striking a reduced-water-requirements provision, approved a Flagship Homes development agreement, initiated the city's withdrawal from the Unified Fire Service Area on consent, and denied an ordinance amending lot standards in Chapters 17.10.030 and 17.25.040. Work session topics included tax increment bond options, the Corrigan Farms rezone and the Deer Run concept plan.

It approved the Spring Run Plaza master development agreement 4-1, with Council Member Brett Wright opposed, then the preliminary plat for the first phase unanimously, and adopted the parks master plan and impact fee plan and several design and parking code changes.

The council approved on consent a bid award to MGC Contractors, Inc. for membrane filtration equipment for the 6.0 million gallon a day wastewater expansion, adopted fencing rules that allow Corten weathering steel with five amendments on a 4-1 vote, and denied, 3-2, a request to buy a portion of a city parcel along a trail. It tabled a heating and cooling screening ordinance for multifamily buildings.

In a special budget work session, Chief Deputy Sheriff Erik Knutzen presented options for the coming budget, including possible new deputy positions for Eagle Mountain, and Assistant City Engineer David Salazar proposed a list of road projects for council consideration. No figures were stated and the only vote was to adjourn.

Council approves SITLA Overland land exchange with conditions, noise limit of 75 decibels for industrial zones 4-1, and tables parks master plan 4-1
The council approved a land exchange with SITLA in the Overland area, with reciprocal language and a title guarantee, and a memorandum of agreement on Overland, both 5-0. It raised the allowed noise during restricted hours in industrial zones to 75 decibels, starting at 7 a.m., on a 4-1 vote, and tabled the Parks, Trails and Open Space Master Plan 4-1. Council Member Craig Whiting attended electronically and Council Member Rich Wood was excused late in the evening.

Council approves Williams natural gas power facility for Meta expansion with conditions and QTS technology overlay rezone; tables Eagle's Landing amendment
After a session that ended at 12:10 a.m., the council approved a development agreement with Williams (Will-Power UT, LLC) for a natural gas power facility on the Stadion parcel supporting Meta's data center expansion, with four conditions including simple-cycle technology only, and rezoned eight parcels to the Regional Technology and Industry overlay for QTS. It tabled a fifth amendment to the Overland agreement for the Eagle's Landing shopping center, and adopted a slope development ordinance. All votes were 5-0 except a 4-1 vote to table a weathering-steel fence request.

With Council Member Rich Wood excused, the council approved a resolution authorizing Series 2026 water and sewer revenue bonds, with Council Member Zachory Huish recused and abstaining for a work conflict; the minutes give conflicting maximum amounts of $220 million and $230 million. It also approved a Hemmco Consulting lobbying agreement on consent, a second fiscal 2026 budget amendment after a hearing on a digital sign, a wildland-urban interface map and a new Community Services Board that doubles as the RAP tax advisory committee.

The council tabled a proposed repeal and replacement of the code section on the mayor's powers and duties, which Council Members Rich Wood and Brett Wright had placed on the agenda to restore executive powers to the council, after 12 people spoke. It also tabled a broader rewrite of Title 2 and a slope development ordinance, and adopted off-premises directional sign rules for data centers and large projects. Zachory Huish sat as a council member.

The council tabled a proposed alternative energy overlay zone after a 25-minute hearing with eight speakers, and tabled a land exchange with SITLA in the Overland area. It adopted White Hills area zoning and future land use map amendments, approved the Firefly NPA 9.A master site plan with Council Members Jared Gray and Brett Wright abstaining on conflicts, and removed newspaper notice requirements from code 4-1, with Council Member Rich Wood opposed.

The council unanimously approved the Spring Run Plaza master development plan and rezone of the first 8.15 acres to Commercial Community, adopted an annexation policy declaration with four conditions, adopted animal management plan rules, enacted the recreation, arts and parks tax ordinance voters approved Nov. 4, and approved mortgage assistance contract changes. The earliest collection date for the tax is April 1, 2026.

Council certifies Nov. 4 election: Gray wins mayor, RAP tax approved; Perry Homes withdraws Lower Hidden Valley amendment
At a canvass before the regular meeting, the council certified the Nov. 4, 2025 municipal election: Jared Gray won the mayor's race 4,506 to 4,197 over Melissa Clark, Craig Whiting, Brett Wright, Emily Buss and Charlotte Ducos won council seats, and the RAP tax proposition was approved. At the regular meeting Perry Homes withdrew its Lower Hidden Valley master development plan amendment before a vote, and the council adopted a water use and preservation plan, connectivity and sign code changes and a traffic control permit ordinance.

Council adopts 567-acre Sweetwater 4 community reinvestment area 4-1, approves wastewater master plan and John Hancock charter school plan
The council adopted the Sweetwater #4 community reinvestment project area plan, covering about 567 acres south of the Meta data center campus, on a 4-1 vote with Council Member Donna Burnham opposed, and approved the related tax increment agreement unanimously. It also approved the wastewater master plan, the John Hancock Charter School master site plan with intersection conditions, and changes to the Mortgage Assistance Program and a new commercial affordability loan policy.

Council approves Meta data center expansion agreement 4-1 and adds 125 acre-feet of water to Meta's allotment; sends animal rules back to Planning Commission
The council approved a development agreement letting the Meta data center expand onto adjacent land to the south on a 4-1 vote, with Council Member Donna Burnham opposed, and unanimously added 125 acre-feet of water to Meta's allotment, bringing it from 500 to 625. It adopted commercial and multifamily design standards on consent, sent an animal management and zoning ordinance back to the Planning Commission, and held a public hearing on the proposed 0.1% RAP sales tax on the Nov. 4 ballot.

With the mayor and Council Member Jared Gray excused, the council denied a request to replace the required swimming pool in a Hidden Hollow rental community with a gym 3-1, approved franchise agreements with Zayo Group and SummitIG Fiber, and approved a $1,943,049 increase in the wastewater plant design contract on consent. Council approves Mountainland Supply development agreement, sells small city parcel at $95,000 an acre 3-2 and awards 4-million-gallon tank bid
The council awarded the bid for a 4 million gallon water tank to Probuild Construction on consent and unanimously approved a development agreement letting Mountainland Supply build a retaining wall on a property line. After two failed motions, it approved disposal of about 0.02 acre of city land at $95,000 an acre ($2.18 a square foot) on a 3-2 vote. The meeting also honored the late Todd Black, the city's wildlife biologist and open space manager.

Council approves Alpine School District Elementary 133 rezone and plan, culinary water plan and Ault Farms fencing delay; mayor excused
With the mayor excused and Council Member Brett Wright presiding, the council approved the rezone of a site north of Pinnacles from Agriculture to Public Facilities for Alpine School District Elementary 133, then the preliminary plat and site plan, as well as the culinary water master plan and a first amendment to the Ault Farms agreement that lets building permits issue while privacy fencing is pending, with a nine-month sunset. Members raised parking and access concerns about the school. Council Member Jared Gray joined electronically.

Meeting as the board of canvassers, the council unanimously certified the Aug. 12, 2025 municipal primary results. Utah County verified 26,930 ballots mailed and 6,866 returned, a 25.5% return rate. Mayoral candidates Melissa Clark and Jared Gray, and council candidates Emily Buss, Brett Wright, Craig Whiting and Charlotte Ducos, advance to the Nov. 4 general election.

Council adopts transportation master plan, puts 0.1% RAP tax on Nov. 4 ballot and approves lot-area disposal for 11 lots, all 5-0
The council unanimously adopted the Transportation Master Plan, placed a 0.1% recreation, arts and parks sales tax question on the Nov. 4, 2025 ballot, and approved disposal of a city parcel in a way that gives 11 neighboring lots small additions. It rewrote the Youth Council ordinance after reconsidering its first vote to include the mayor, and denied a developer's request to cut a rezone fee.

The council approved an interlocal agreement to join the Utah Valley HOME Consortium 4-1, with Council Member Rich Wood opposed, after HUD counsel asked for minor updates. A consent agenda approved bond releases, extended construction hours for a church building, and site plans including a Meta wireless tower and the Pony Express Medical Office Building. With Council Member Rich Wood excused, the council approved disposal of up to 20.35 acres of bypass road land for a land exchange, a shared parking rule reduced from 40% to 35% on a 3-1 vote, lot frontage rules for townhomes and apartments and an amended sign code. It tabled drive-thru lane rules and the Zayo Group fiber franchise. The minutes record the parking vote as 3-0 although the roll call shows one no vote.

The council voted 4-1 to deny a proposed parking ordinance on RVs and boats on residential and agricultural lots after a 15-minute hearing, and tabled the Transportation Master Plan after a hearing with 16 speakers, asking for the revised plan in two weeks. It also tabled disposal of up to 20.35 acres of former bypass road land, a sign code rewrite and a Zayo Group fiber franchise. The consent agenda passed 4-1.

With the mayor excused, the council unanimously adopted the fiscal 2026 budget and certified tax rate, approved a $1,943,049 change order for the wastewater treatment plant upgrade, adopted a 2025 utility rate study fee schedule, and approved a rezone of one Porter's Crossing parcel from Open Space to R1 after written objections from neighbors.
