  9. Item 15.A · Development

Scenic Mountain Phase C master site plan

Tabled · 4-0 · South of Wride Memorial Highway, northeast of The Ranches

The plan covers about 35 acres south of Wride Memorial Highway and northeast of The Ranches; Phase C shrank from 7.22 to 5.39 acres because of UDOT acquisitions and proposes 84 townhomes (down from 120 units). The master development agreement allows 10.15 units per acre; the overall project is 8.1. The Planning Commission voted 4-1 Dec. 8 to recommend denial. Staff proposed 14 conditions, including a five-foot retaining wall maximum and a ten-foot pickleball fence. Council Members Clark and Curtis said elevations were inferior to the agreement's exhibit, and Curtis called the five-foot wall limit non-negotiable. Applicant Jason Harris of Fieldstone Homes offered a parking alternative; Clark disagreed that parallel parking qualifies. The council tabled the plan and directed the applicant to return with elevations that differentiate individual units, an updated parking plan and an amenity plan with better connectivity.

The item was tabled Dec. 1, and the applicant asked to proceed as submitted. The Planning Commission had voted unanimously Nov. 10 to recommend approval.
