  7. Item 14.A · Development

The Ranches Golf Course event barn site plan

Approved with conditions · 4-1 · The Ranches Golf Course

The council approved the site plan for an event barn at The Ranches golf course 4-1, with conditions. The 2018 Ranches Estates plat (27 homes in five pods) required an event barn and about 27,000 square feet of improved open space worth 62 amenity points, with a public putting green. The Planning Commission recommended approval March 10 with engineering plans and extra parking; the applicant added seven stalls for 154 total. The building has a 2,467-square-foot ballroom, a 1,168-square-foot dining room and a 2,683-square-foot fitness room. Council Member Colby Curtis questioned the cost and quality of a relocated putting green and said $101,000 was allocated; he voted no. Council Member Donna Burnham raised noise concerns; Council Member Melissa Clark wanted the putting green restored in kind and more park space; Council Member Jared Gray viewed the green as a golf amenity rather than a community one; Council Member Carolyn Love raised slope and retaining wall concerns. Conditions: full engineered plans including drainage and a putting green design, a clearly identifiable entrance, no four-way inspection until the park plan is approved and no certificate of occupancy until the park is complete.

    • Applicant: GreatLIFE Golf and Fitness (representatives Jeff Harbertson and Mark Whetzel)
    • Parking: 154 stalls
    • Putting green allocation cited by Curtis: $101,000

  8. Item 16.4 · Zoning

    Commercial zone ordinance, Chapter 17.35

    Approved with conditions · 5-0

After a public hearing with no comments, the council replaced the existing commercial zone with two new zones, Commercial Neighborhood and Commercial Community, to implement the General Plan. The Planning Commission had recommended approval on March 10 and allowed state liquor stores in Commercial Community. The motion added a footnote prohibiting special uses other than civic and residential until standards are adopted, directed staff to define small, medium and large grocery stores (small in Commercial Neighborhood, medium in Commercial Community) and removed climate-controlled indoor storage units as a permitted use in Commercial Community. Curtis, Clark and Love favored limiting storage facilities; Burnham worried about civic and healthcare uses.

Moved by Council Member Colby Curtis, seconded by Council Member Jared Gray. Vote: 5-0
