  6. Item 13.A · Development

Hidden Hollow Phase B amended site plan

Approved with conditions · 5-0 · Hidden Hollow Phase B trailhead

The council approved changes to the Hidden Hollow Phase B site plan, originally approved Sept. 4, 2018 for 17 single-family lots and 54 townhouses. The amendment removes the rear trail, moves the restroom and amenities to the upper lot (away from the well) and replaces a 20-stall trailhead lot with 80 stalls, with the lower lot as a smaller overflow area. Bid-based costs cited included $11,950 for trail preparation, $10,434 for asphalt and $7,966 for curb and gutter; the city estimated paving at about $2 per square foot. Applicant Ryan Bybee said the lot could be improved with Phase C amenity funds. Council Member Donna Burnham wanted as many stalls as possible; Council Member Colby Curtis preferred split-rail fencing over asphalt on the lower lot; Council Member Jared Gray favored paving now as cheaper than later; Council Member Carolyn Love preferred 80 unpaved stalls over 20 paved and opposed removing playground equipment. Burnham's motion carried with six conditions, including $4,000 of discontinuous split-rail fencing in place of railroad ties, a full landscape plan, a plat amendment, lower-lot drainage and a list of upper-lot amenities.

    • Purchase$4,000 Split-rail fencing to replace railroad ties at trailhead lots. Paid from Applicant
    • Applicant: Ryan Bybee
    • Parking: 80 stalls (up from 20)

    Approved · 5-0

Love said it resolves a conflict in the code; Curtis said it closes an unintended loophole.

  9. Item 17.A · Development

SilverLake South Phases 21 and 24 site plan

Approved with conditions · 5-0 · SilverLake South, Golden Eagle Road

The council approved the site plan for 59 units in Plat 21 and 72 in Plat 24 with eight conditions: a $2,810.40 per-unit landscape escrow, fencing matching the collector standard on Golden Eagle Road, moving the fire pit, an ADA stall, eight-foot trails, completion of the Golden Eagle Road extension before school starts Aug. 18, 2020, landscaping by July 31, 2021, and design variation on Elevation A. Applicants Pete Evan and Bronson Tatton said eight-foot concrete trails will run along SilverLake Parkway and Golden Eagle Road and an opening will be cut in a fence to connect to a school route. Love said Elevation A, all Hardie board, does not meet the master agreement's multiple-masonry requirement; Curtis said materials should not be forced if homeowners do not want them.

    • Guarantee released$2,810 Landscape cash escrow per lot/unit at plat recording. Paid from Developer

  10. Item 18.A · Taxes and fees

    Transient room tax ordinance

    Approved · 5-0

The council adopted a transient room tax of up to 1 percent on hotels, motels, inns, bed-and-breakfasts and short-term rentals, collected by the Utah State Tax Commission and remitted to the city's General Fund. Economic Development Director Aaron Sanborn estimated about ten short-term rentals operate in the city and said every city he found with them charges the tax. Gray was concerned about raising taxes; Curtis asked whether most revenue would go to other cities; Love said it would not raise costs for residents; Clark said it offsets costs for partially occupied properties.
