Staff proposed 14 new positions costing about $930,413 in wages and benefits, a 3 percent market adjustment plus pay band adjustments totaling about $300,000, $100,000 for public art and a rise in monthly council pay from $1,300 to $1,430. The minutes record no votes, though the council agreed to add 2025 fireworks funding to the tentative budget from reserves. Tentative fiscal 2024-25 budget

    Discussed

Finance staff said the tentative budget would be released May 23, followed by a ten-day notice before the public hearing. New positions are 9 full-time, 2 part-time and 3 seasonal, with two others postponed; four new sheriff's positions would be hired in two stages, and the council committed to fully fund them by fiscal 2026. Members stressed performance-based raises and noted other Utah cities range from 3 to 5 percent. Some members questioned the lack of a plan or selection process for $100,000 of public art. A $50,000 bike park improvement from utility sale proceeds was proposed, the neighborhood park match program and City Center streetscape funding were to be revisited, and members wanted a codified process for council pay reviews. The council supported making the part-time long-range planner full-time.
