The five-year franchise agreement with Rocky Mountain Power expires March 4, 2020; the renewal has no proposed changes. Item 10.4 · Presentation
Fiscal 2019 audit presentation

Ron Stewart of Gilbert and Stewart CPAs reported an unmodified opinion with no material weaknesses or significant deficiencies. A state compliance finding noted the General Fund public works line and some special revenue funds exceeded budgets, which auditors deemed immaterial. Finance Director Paul Jerome said the overspending was for streetlights that the developer will pay for but that must still be recorded as city infrastructure.

Item 14.A · Development
Holiday Oil preliminary plat and site plan, Sunset Drive
Approved with conditions · 5-0
The council approved the Holiday Oil plat and site plan near Wride Memorial Highway, next to Blackridge Elementary and Sunset Storage. In the work session members asked about access to the western lot, a school fence, truck parking and fueling routes, dark-sky lighting, frontage road speeds and trail location. Council Member Melissa Clark did not want approval without required access to the western lot; Council Member Colby Curtis raised traffic effects on the school; Council Member Carolyn Love proposed an easement now and a stub later, which Gray opposed. Applicant John Linton said Holiday Oil would help pay for a school perimeter fence and install dark-sky lighting. Gray moved approval with four conditions: working with the elementary school on a fence, dark-sky compliance, access easements on the north and south ends of the western property line and east side of the northern line with the applicant building an access at the north end of the western line to lot two, and no landscaping required of the adjacent owner.
- Applicant: John Linton, Holiday Oil
- Area: 6.4 acres including a UDOT portion; Holiday Oil is buying under two acres
- UDOT had not yet responded at the work session
Item 14.B · Subdivision
JJ Ranches preliminary plat (Pole Canyon)
Tabled · 5-0
The council tabled a plat creating two five-acre lots on 13 acres south of White Hills subdivision, in Pole Canyon Neighborhood Planning Area 4, pending an amendment to the Pole Canyon master development agreement. The City Attorney said the council could approve only with a condition to amend the agreement, and the plat would not be recorded until then. Members raised density transfers to another planning area, drainage near the site and lot-size transitions. Clark favored five-acre lots but worried about density effects across Pole Canyon; Council Member Donna Burnham said the lots would suit neighboring five-acre lots; Curtis suggested approving plats individually rather than using master agreements; Gray suggested shorter terms for such agreements; Love asked for a drainage condition. Gray's motion to approve with a condition to amend the agreement received no second.
- Applicant: James Earl Smith
- Lots: two five-acre lots on 13 acres
- Base density under the master agreement: 5.5 units per acre, up to 20% increase
