Council awards $135,000 website contract, restores forester and branding funds in third budget amendment and sets 2024 meeting dates
January 2, 2024, 4:00 p.m. · Eagle Mountain City Council Chambers, 1650 E Stagecoach Run, Eagle Mountain, Utah
In the first meeting with new Council Members Rich Wood and Melissa Clark, who were sworn in, the council unanimously awarded a $135,000 website contract to Web Development Group and approved a third fiscal 2023-24 budget amendment of $325,380 that restored items tabled in December. It added a $40,000 Comcast park contribution to the Vanguard Ranches easement amendment and changed the 2024 meeting schedule around caucus night. The minutes were hard to read in places, and the scan leaves Council Member Jared Gray's participation unclear.

Website redesign bid, Web Development Group
Approved
Staff said the website gets about 1.2 million visits and 410,000 visitors a year. Of 21 initial bids, three presented and two finalists were interviewed; Web Development Group (WDG) was chosen for its user-centered approach and government experience. WDG first bid $95,000 against about $50,000 budgeted and, after negotiation, proposed $135,000 with added innovation work, of which $40,000 is for optional content, search and migration items. The project takes five to seven months. The council awarded the bid and let staff work out the payment schedule. One roll-call table is unclear for Clark and Wood.

Approved with conditions
Applicant Jeff Harbertson said Comcast needs the parcel, zoned golf course open space, for equipment with wrought-iron fencing matching nearby architecture. The council added a $40,000 Comcast donation, or equivalent, as a fee in lieu for park improvements and directed staff to renegotiate the agreement with Vanguard Ranches. Wright said he would approve if the golf course agreement is also amended.

Item 9.B · Contract
Stadion LLC landscaping amendment
Approved with conditions
Council Member Donna Burnham asked that trees be added to the water-efficient landscaping requirement. Applicant representative Travis Perry said staff had concerns about tree viability near the roadway swale and offered trees for planting elsewhere. The council required Stadion to donate the trees, or a cash equivalent, for the city to plant elsewhere.

Economic Development Director Evan Berrett explained the agreement has an optional annual renewal for retail recruitment resources the city lacks. It was moved off the consent agenda to follow the budget amendment because funding depended on it.
