Agenda, item by item
Item 12.A · Development
SilverLake Plat 31 site plan
Approved with conditions · 3-2
The applicant proposed a 40-foot private right-of-way with 27 feet of pavement and four-foot sidewalks; staff recommended 43 feet, 28 feet of pavement and five-foot sidewalks. The Planning Commission approved without the wider requirement. Council Member Colby Curtis would require the wider road; Council Member Carolyn Love cited parking near six-plex units; Council Member Jared Gray opposed reduced standards, saying the preliminary plat vested unit count and road location but not width. The approval has five conditions: collector road fencing matching existing SilverLake fencing, one added parking stall (or five for Phases 31 and 32), more water-wise landscaping, similar materials on rear and side elevations, and 28 feet of asphalt with five-foot sidewalks.
Item 14.B · City code
Street improvements code (Chapter 15.60)
Approved · 5-0
City Engineer Chris Trusty and consultant PEPG Consulting changed street section standards: arterial untreated base 6 to 9 inches and subbase 12 to 18 inches (total 32 inches); collector base 6 to 9 inches and subbase 9 to 12 inches (total 25 inches); the commercial parking lot column was removed; the recycled asphalt cap fell from 20 to 15 percent; and spline roads and some commercial local streets must meet collector minimums. Love asked about a consultant's reduced-price option for thinner sections; Trusty said wording keeps city authority to require standards. No one spoke at the hearing.
Item 14.A · Subdivision
White Hills Country Estates Plat A amended plat and RD1 rezone
Approved · 5-0
Tayler Jensen presented a parcel split in the Pole Canyon area outside the Pole Canyon master development agreement, zoned RA-5 in Utah County with a future land use of Agricultural/Rural Density Two, so RD1 is consistent and no plan amendment is needed. The Planning Commission recommended approval unanimously on condition that utilities be installed and stubbed; the council motion does not mention that condition. The minutes do not state the acreage. No one spoke.
Item 9-13 · Contract
Consent agenda: land purchase agreement, bond releases, ground lease, site plan
Approved · 5-0
The consent agenda authorized staff to continue negotiating a real estate purchase agreement with Farm Land Holding, LLC, moved Brandon Park Phase A Plat 13 and Spring Run Phase C Plat 2 into warranty and Arrival Phase B Plat 6 out, approved the Just Chillin site plan, an interlocal agreement on substance misuse prevention with Saratoga Springs and Utah County, and a ground lease with the Unified Fire Service Area for Fire Station 253. The minutes give no dollar amounts.

Item 1.B · City code
Small cell wireless facilities (work session)
Discussed
Evan Berrett outlined state limits (Utah Code 54-21) on city powers over small cell facilities, including that a city cannot prohibit deployment on health grounds. Curtis was concerned about visual impact and poles over 200 feet; Council Member Melissa Clark wanted more health information and open to taller poles to reduce the count; Love worried about pole count from providers that will not collocate; Council Member Donna Burnham suggested an incentive for collocation; Gray supported equal opportunity for all providers. Staff said the city can recommend but not require collocation. No vote.
Item 1.C · City code
Animal zoning regulations, Chapter 6.10 (work session)
Discussed
Tayler Jensen noted the Planning Commission voted 3-2 in 2020 to remove animal references from the Airpark Zone and keep animal numbers unchanged. Love proposed a unit-based system like Payson and South Jordan; Gray said current standards tied to fenced area are inequitable across lot sizes; Curtis raised transparency concerns and asked that standards clarify without raising animal numbers; Burnham supported one option with adjustments and opposed relying on conditional use permits; Clark asked for clarity between residential and agricultural zoning. Staff will return with options. Discussion only.
Item 1.D · Development
Ranches Crossing (work session)
Discussed
Jensen presented about 3.74 acres at the northeast corner of Ranches Parkway and Pony Express Parkway, designated Community Commercial. Applicant representative Brian Haskell said restaurants have shown interest needing drive-through or curbside parking, and offered headlight screening, curbing to block left turns or right-in/right-out access. Issues included a signal at Ranches Parkway and Rock Creek Road and a condo drive aisle connection. No vote.

Item 1.A · Roads and utilities
City administrator update (work session)
Discussed
The utility rate study was delayed by a Central Utah Water Conservancy District fee issue and possible wastewater bonding; sewer plant expansion property closing is funded without bonding; Airport Road Phase 2 construction is planned April to September 2022; July permits were 95 new residential, 35 basement and 39 other.
