    Discussion of proposed budget assumptions

    Discussed

Ruesch covered the approval timeline and fund divisions. The city has about one officer per 2,175 residents; two added officers would bring that to about one per 2,000 against a goal of one per 1,800. Staff described understaffing in departments, moving the city attorney from contract to in-house, a full-time content writer and a grants-finding analyst. Members discussed mayor and council compensation, which the minutes say has not changed for the mayor in ten years, with a possible placeholder for raises depending on a compensation study. Council Member Brett Wright and Council Member Donna Burnham said staff does not request unnecessary items; Council Member Jared Gray said he feels responsible for asking hard questions; Council Member Carolyn Love supported higher service levels but asked to see items removed because of funding limits; Council Member Colby Curtis would consider the information. No motion was made.
