Spring Meadow Villas preliminary PRD subdivision, 71 lots at 1630 S. 500 East
Recommended for approval · 5-0
Windy City Development sought review of a 71-lot planned residential development on R-1-22 and A-5 land near the Utah Lake shoreline. Lots would range from 9,036 to 22,181 square feet, with larger lots to the south. The council approved the concept in May with a 9-lot density bonus in place of city reimbursement for right-of-way dedication, extra open space and a shared-use path in the power line corridor. The A-5 portion stays preserved for the shoreline, a future trail and the Pony Express Parkway. Chance and Frank Collin raised concerns about fencing next to their family's farm, drainage, flooding, traffic, wetlands and right-of-way for the Pony Express Parkway extension. City staffer Brad Kenison said the parkway is a separately funded road in conceptual design and environmental review. Trane said the developer would work with the Collins and that basements are not planned unless a land drain is provided. The commission unanimously recommended approval.

State transportation funding resolutions (Resolutions 2026-07 and 2026-08)

1900 South right-of-way (Pony Express Parkway extension)
Discussed
Engineering's Brad Kennison said the project would extend 1900 South from Center Street to about 700 West in American Fork. MAG granted $12.69 million in 2022, with Lehi's share about $430,000 (6.77% of cost). The design would buy right-of-way for five lanes but initially build two, and he estimated $15 to 20 million more would be needed to build five lanes now, split with American Fork. Challenges included American Fork's traffic concerns and where five lanes would end; UDOT said the Vineyard connector is now a funding priority with construction possible in 2034-2035. Council members raised concern about traffic funneling into neighborhoods and discussed front-loading costs with later reimbursement.

Pony Express Parkway (1900 South) extension interlocal agreement with Utah County (Resolution 2025-42)
Approved · 5-0
Kenison said the application to Mountainland Association of Governments dates to 2012; the road would connect to 1900 South in Lehi and run through American Fork, initially two lanes widening to three at intersections. The agreement starts design and environmental work. The city would buy right of way for five lanes but build three because of funding. Design and right-of-way preservation take about two years; construction money is not available until 2027. The goal is connectivity and relief for Pioneer Crossing.

Administrative report on road funding
Discussed

More property owners are willing to sell for road dedication.
