    Pending

Cole Peck, represented by Tony Trane, asked to change 12.81 acres from low-density residential to commercial/heavy commercial, intending a development agreement for up to about 18 small office buildings designed to look like houses for construction-related businesses, behind an 8-foot fence. Staff noted concerns about truck traffic on 600 East and access to 850 East, and the city received 18 opposing comments. The Planning Commission recommended denial 5-0 on Sept. 24.

Lakeview Land and Rock General Plan amendment, 12.81 acres at 600 S. 600 East

    Recommended for denial · 5-0

Cole Peck asked to change 12.81 acres of vacant land from Low Density Residential to Commercial and Heavy Commercial. Commercial would sit on the west edge as a buffer for homes, with heavy commercial east toward existing light industrial uses. Representative Tony Trane said the owner would seek a development agreement covering buffering, landscaping, outdoor storage, building design and traffic, for up to about 18 buildings for small construction-oriented businesses. The DRC raised concerns that 600 East already carries heavy truck traffic through a mostly residential area, said access east to 850 East would ease that, and noted that 570 South must be extended to 600 East. Staff received 18 comments opposed. Commissioners Beau Jones and Gregory Jackson weighed property rights against neighbors' impacts. The commission forwarded a negative recommendation, saying a development agreement is the right route and should address hours, truck circulation, business types and numbers, building characteristics and flooding.

    • Applicant: Cole Peck (represented by Tony Trane)
    • Acres: 12.81
    • LDR → Commercial and Heavy Commercial
    • Up to ~18 buildings contemplated
    • 18 written comments opposed
    • DRC: access concerns on 600 East; 570 South must extend to 600 East

Lakeview Land and Rock general plan amendment (Ordinance 21-2024)

    Tabled · 4-1

The owners, represented by Tony Trane, sought to change 12.81 acres from low density residential to Heavy Commercial and Commercial for office warehouse with some outdoor storage, and said they would accept a development agreement with specific uses and buffering instead. Owner Liz Anderson described the family's history on the land and the need for light industrial space with outside storage. Roughly two dozen residents spoke. Opponents, mostly from the neighborhood to the west, cited a road connection into the neighborhood, child safety, truck traffic, property values, past zoning violations and a 2021 staff denial recommendation; supporters, including local trucking and construction business owners, cited the need for industrial space. Owner Clay Peck said they are working with Utah County to resolve violations. Council Member Newall said the land was planned residential when the owners bought it; Albrecht wanted neighbors involved in any agreement; Stallings preferred a development agreement to a plan amendment; Hancock agreed with Stallings and Albrecht; Condie supported pursuing an agreement. The council tabled the ordinance and directed the applicant to work with staff and residents on an agreement covering land uses and buffers, no road connection from 570 South to 600 West except a crash gate if the fire marshal requires it, outside storage on the east side and home-styled offices on the west, building design, screening, landscaping and fencing, limited hours, light mediation, accountability measures and parking away from residents. Condie's suggestion is to keep LDR zoning and allow the listed uses by agreement.

    • Applicant: Cole Peck / Peck family (Tony Trane, representative)
    • Acres: 12.81
    • Land use: low density residential → Heavy Commercial and Commercial
    • Direction: negotiate a development agreement

Moved by Council Member Michelle Stallings, seconded by Council Member Paul Hancock. Vote: 4-1; Council Member Heather Newall voted no

Lakeview Land and Rock general plan amendment, 12.81 acres near 600 East 600 South (Ordinance 19-2021)

    Denied · 4-0

Cole Peck, for the applicant, wanted to annex the property and park trucks and equipment there, offering a fence and buffer and noting even low-density housing would raise traffic, water and sewer demand; other companies might also park there. Eight speakers supported the change, citing less traffic than homes and a need to keep such a business in Lehi. Seven opposed or preferred housing, worried about what other uses light industrial zoning would allow, safety and vehicles entering and leaving. Applicant Clay Peck said the owners have property rights but want to be good neighbors. Council Member Katie Koivisto said the request did not merit an amendment, and the council discussed whether another zone would fit better; Mayor Mark Johnson suggested a development agreement. The council unanimously denied the change from low density residential to light industrial. Community Development Director Kim Struthers said the applicant could seek a different zone or proposal.
