2100 North freeway (Mountain View Corridor to I-15)

UDOT is building 2.8 miles of new freeway on 2100 North to create a nonstop freeway-to-freeway link between I-15 and Mountain View Corridor, which it estimates will save east-west commuters about 12 minutes each way at peak. The design calls for 14 new bridges, two pedestrian bridges and about 2 miles of shared-use paths. Right-of-way acquisition ran from 2025 to late fall 2025 and a design-build contractor was selected in late 2025; groundbreaking was March 18, 2026. It is the largest piece of a nearly $1.4 billion state investment in northwest Utah County.

UDOT also presented an update on the 2100 North freeway and Pioneer Crossing flex lanes. The Lehi Free Press reported the council chose not to pursue term limits for now and asked City Attorney Ryan Wood to research a possible 2027 ballot referendum; no formal vote was reported. A $33,000 ice center feasibility study was held for a vote in two weeks.

UDOT master agreement for utilities in the 2100 North project (Resolution 2025-58)

    Approved · 5-0

Kenison said the key change is a technical modification to Exhibit E on settlement criteria for utility crossings under the freeway. UDOT is receiving bids, with a contractor expected in late October or early November.

  5. July 22, 2025 · City Council

UDOT master agreement for utility work on the 2100 North project (Resolution 2025-50)

    Approved · 5-0

Kenison said the agreement sets design criteria for city utilities within UDOT's project. UDOT's Matt Parker said the current work ends east of Redwood Road in early spring, when the 2100 North project begins; proposals are due just after Labor Day. He said a Pioneer Crossing contractor starts in about a month with completion by the end of next summer. A pedestrian bridge over SR-92 is a standalone project with an estimated cost of $7 million, for which alternative funding is sought.

Moved by Council Member Chris Condie, seconded by Council Member Heather Newall. Vote: 5-0; unanimous

  6. July 22, 2025 · City Council

UDOT supplemental agreement for utility stubs across the freeway (Resolution 2025-51)

    Approved · 5-0

Kenison and Parker said the agreement lets the city stub master-plan water, sewer, irrigation and storm drain lines across the freeway before surrounding structures are built, by adding bid items to UDOT's original contract rather than change orders. The work will be competitively bid and council can review it.

Moved by Council Member Heather Newall, seconded by Council Member Chris Condie. Vote: 5-0; unanimous

  7. July 22, 2025 · City Council

UDOT agreement for trail connection through Holbrook Park 2 (Resolution 2025-53)

    Approved · 5-0

The asphalt trail would connect the Jordan River pedestrian bridge to Waterbury Drive, replacing trails now on UDOT bridges that are being removed. The project is estimated at $170,000.

Moved by Council Member Paul Hancock, seconded by Council Member Paige Albrecht. Vote: 5-0; unanimous

  8. July 22, 2025 · City Council

UDOT agreement for access road from 2100 North and Thanksgiving Way to park-and-ride (Resolution 2025-54)

    Approved · 5-0

Under UDOT's current design the Hadco access would become right-in, right-out, so the city and UDOT agreed to an additional access to Thanksgiving Way if that design is selected. Costs would be shared with Hadco as a shared access. The connection would improve park-and-ride access, which the project prioritizes; the project may not happen, depending on the design chosen.

Moved by Council Member Chris Condie, seconded by Council Member Heather Newall. Vote: 5-0; unanimous

  9. March 4, 2025 · City Council work session

    UDOT update: 2100 North project

    Discussed

UDOT's Andrew Jordan said the 2100 North project adds freeway lanes between the existing frontage roads, with grade separations at key cross streets, shared-use path improvements and a Jordan River crossing with a grade separation tied to the city trail network. The council discussed noise wall analysis and aesthetics, and preferred not to include optional betterments such as upgraded fencing because of their cost to the city.

  10. November 12, 2024 · City Council

    North Lehi transportation system

    Discussed

Traffic Engineer Luke Seegmiller and the mayor reported on a meeting with UDOT, including Director Carlos Braceros, about the proposed freeway-to-freeway connector between I-15 and Mountain View Corridor. A new alternative, 4b, aligns better with existing interchanges and could reduce traffic on Porter Rockwell Road and 2100 North. The mayor said UDOT gave serious consideration to the city's traffic projections. Bike lanes and pedestrian paths were also highlighted.
