    Silverlake Plat 28 site plan

    Approved with conditions · 4-0

The council approved the site plan with seven conditions: a landscape cash escrow per lot at plat recording (the minutes' figure is garbled), seven additional guest parking stalls for a total of 22, shifting the property line west for a ten-foot buffer, Silver Spring Way as a public road, no parking on its west side, working with the community development director on guest stall locations, and a 22-foot garage width standard for all future plats. The garage-width issue was raised in the work session.

Silverlake South preliminary plat: park deadline

    Approved · 4-0

The October 2019 approval required the neighborhood park before the 300th lot was recorded; 316 units are recorded and plats 28 (74 units), 29 (77) and 30 (65) are ready. Staff recommended requiring the park by Aug. 1, 2021 with no building permits or plat recordings afterward unless it is complete. About $1.7 million is held as a cash bond for the park, and recording the three plats would add about $600,000 to the escrow. Love and Clark preferred a date-based deadline to a lot-count one.

    SilverLake Plat 31 site plan

    Approved with conditions · 3-2

The applicant proposed a 40-foot private right-of-way with 27 feet of pavement and four-foot sidewalks; staff recommended 43 feet, 28 feet of pavement and five-foot sidewalks. The Planning Commission approved without the wider requirement. Council Member Colby Curtis would require the wider road; Council Member Carolyn Love cited parking near six-plex units; Council Member Jared Gray opposed reduced standards, saying the preliminary plat vested unit count and road location but not width. The approval has five conditions: collector road fencing matching existing SilverLake fencing, one added parking stall (or five for Phases 31 and 32), more water-wise landscaping, similar materials on rear and side elevations, and 28 feet of asphalt with five-foot sidewalks.

    SilverLake 32 site plan

    Approved with conditions · 4-0

Plat 32 covers 91 lots on about 9.92 acres (33 cluster lots and 58 townhomes) in Area C of the SilverLake master plan. It requires 31 guest stalls and provides 27, with a 40-foot private right-of-way against the 43 feet approved for Plat 31, and 1.46 acres of open space across Plats 31 and 32. Council Member Colby Curtis asked staff to verify required masonry wrapping on finished units and voiced frustration that the developer did not keep the agreement in good faith; Council Member Carolyn Love was disappointed the phase does not connect to the asphalt trail. Steve Mumford said the agreement's example elevations show masonry wrapping though the text does not address it. The council approved the five Planning Commission conditions (collector road fencing, more parking, water-wise landscaping, matching rear and side materials, 43-foot right-of-way) plus 18 inches of masonry wrapping to the side of units.

    • Acres: about 9.92
    • Lots: 91 (33 cluster lots, 58 townhomes)
    • Guest parking: 27 provided, 31 required
