Oquirrh Mountain Ranch amendment (work session)
Discussed
Tayler Jensen presented two options for the 2011 plan of 120.4 acres (reduced in 2016 to a maximum of 346 units). Option A has 229 lots with 40-, 45- and 50-foot frontages (maximum 283 units); Option B has 206 lots with 45-, 50- and 55-foot frontages (maximum 260 units); the applicant said 206 units was the minimum for financial viability. Current RC standards require 58-foot frontage. Curtis would consider a 50-foot minimum frontage and a small multifamily area; Council Member Donna Burnham credited the wildlife corridor dedication and lot variety; Clark worried multifamily could undermine the outcome; Love said greater lot depth and 10-foot garage setbacks mitigate narrow frontages. No motion.

Oquirrh Mountain Ranch second master development agreement amendment (Option B)
Approved with conditions · 5-0
The 120.4-acre project has 54 units and a church built on 18 acres, with about 102.4 acres left. Applicant representative Tamara Connolly described a petroglyph park, trail links, 57 acres dedicated to the city and a preference for Option A (maximum 283 units) with Option B as the minimum viable lot count. The Planning Commission recommended Option B (58 lots at 45-foot frontage, 80 at 50-foot, 68 at 55-foot; maximum 260 units). The council approved Option B with eight conditions: wildlife corridor and hill open space as OS-N, improved open space as OS-I, residential pods as RC, HOA ownership of any lift station, five-foot side setbacks with a ten-foot garage side, and a 20-foot southern buffer added to adjacent lots with an easement if a lift station is needed. Cameron supported the petroglyph park.

Oquirrh Mountain second amended and restated master development agreement
Approved with conditions · 4-0
Mumford said park timing requires the petroglyph and hillside parks to be complete before recording the plat with the 130th lot, with partial escrow release language added and 10 percent retained for warranty. Gray wanted more parking for the natural and historical area; Love said playgrounds are needed near homes. Applicant representative Nick Mason asked that any escrow amendment not need further council approval. Approved with one pro-rata park escrow reduction and an exhibit change to five-foot side and ten-foot garage-side setbacks.

The church site plan off North Pony Express Parkway (parcels 58:048:0077 and 58:048:0078) was removed from the consent agenda so the preliminary plat could return to the Planning Commission. Deputy City Administrator Steve Mumford recommended fencing off nearby petroglyphs during construction, and the steeple height will be addressed before it returns.
