65 E. 400 South land-use map amendment, high to medium density

    Approved · 5-0

Resolution 2020-10-30R changed a city-initiated "island" of Residential High Density near 65 E. 400 South to Residential Medium Density, matching its R2-7500 zoning; the high-density designation dated from an abandoned apartment proposal. Mobile home park owner Mike Bird asked for a delay so he could present an opportunity-zone plan to relocate the park and redevelop. Council Member Shelton asked where high density should stop; Carroll noted the city loses the ability to change the designation once an application is filed. The Planning Commission recommended approval.

    • Land use: Residential High Density → Residential Medium Density
    • Zoning stays R2-7500
    • Opposed by property owner Mike Bird (mobile home park)

Moved by Council Member Christiansen, seconded by Council Member Shelton. Vote: 5-0

  2. September 22, 2020 · City Council

Blackhurst property land use amendment and rezone, 440 S. 100 East

    Denied · 5-0

The council denied changing the nearly 2-acre parcel from Residential Medium to High Density and rezoning it from R2-7500 to R4-7500 for townhomes. Senior Planner Adam Olsen said an R3-7500 zone could allow up to fourplexes without a land-use change; Legal Counsel Cherylyn Egner said needed right-of-way had not been secured. Carroll and Taylor opposed new pockets of high density; Barnes called it spot zoning; Shelton said twin homes fit and asked staff to revisit the high-density designation on the nearby trailer park (done Oct. 27).

    • Acres: about 2
    • Current zone: R2-7500 → proposed R4-7500

Land use: moved by Council Member Shelton, seconded by Council Member Taylor; zone: moved by Council Member Christiansen, seconded by Council Member Barnes. Vote: 5-0 to deny (both items)
