Council approves $1 million in White Horse sewer and road agreements for Rockwell Ranch, splits 4-1 on Timp Hollow plat

October 27, 2020, 7:13 p.m. · Held electronically (COVID-19 emergency)

The American Fork City Council approved a $363,366 reimbursement agreement and a $640,106 pioneering agreement with White Horse Developers for off-site sewer and road improvements serving the Rockwell Ranch development near 1100 West and 200 South. Over Council Member Staci Carroll's no vote, it approved the Timp Hollow Plat D subdivision despite a planning commissioner's objection to walls and double-fronted homes on 1100 North. The council also lowered the land-use designation near 65 E. 400 South from high to medium density over a mobile home park owner's objection and bought Cityworks software and setup for $50,000.

  4. Item 5 · General plan

65 E. 400 South land-use map amendment, high to medium density

    Approved · 5-0 · 65 E. 400 South

Resolution 2020-10-30R changed a city-initiated "island" of Residential High Density near 65 E. 400 South to Residential Medium Density, matching its R2-7500 zoning; the high-density designation dated from an abandoned apartment proposal. Mobile home park owner Mike Bird asked for a delay so he could present an opportunity-zone plan to relocate the park and redevelop. Council Member Shelton asked where high density should stop; Carroll noted the city loses the ability to change the designation once an application is filed. The Planning Commission recommended approval.

    • Land use: Residential High Density → Residential Medium Density
    • Zoning stays R2-7500
    • Opposed by property owner Mike Bird (mobile home park)

  7. Item 7b · Subdivision

Timp Hollow Plat D final plat, 1030 N. 1150 East

    Approved with conditions · 4-1 · 1030 N. 1150 East (along 1100 North)

Developer Ryan Bybee said the layout was set years ago with roads and utilities installed and that walls improve safety; one more six-lot phase remains. Council Member Carroll, who lives nearby, agreed with Commissioner Anderson that a wall next to a home fronting 1100 North would block sightlines and collect debris. Barnes and Taylor said it was too late to impose a major change. Approved in the R1-12,000 zone.

    • Developer: Ryan Bybee
    • Zone: R1-12,000
    • One remaining phase of 6 lots

The council approved a $17,500 software license and maintenance agreement with Azteca Systems LLC for Cityworks asset management software, replacing iWorQ for work orders and a resident "report a concern" system. What residents said

Walls and double-fronted homes on 1100 North (Timp Hollow)Speeding on 1100 NorthNo crosswalk on 50 South near Barratt ElementaryWhere high density should stop near downtown

City Recorder Terilyn Lurker read a letter from Planning Commissioner Christine Anderson opposing the next Timp Hollow phase because it would require a wall and double-fronted homes along 1100 North, which she said speeds traffic, divides neighborhoods and collects debris; she asked that two or three homes face 1100 North. Ross Harris said there is no crosswalk on 50 South leading to Barratt Elementary and children crossing there since boundary changes are at risk; he asked for immediate attention. During the 65 E. 400 South item, mobile home park owner Mike Bird asked the council to delay lowering the density until he could present a redevelopment plan.
