Land use map amendment, about 5300 W. 1100 South (30.52 acres)

    Recommended for approval · 6-0

City-initiated amendment changing about 30.52 acres from Design Industrial to Residential Medium Density, described by planner Cody Opperman as the second half of a previous combined proposal, intended to prevent further encroachment of Design Industrial/Planned Industrial uses and to match the Residential Medium designation already on a neighboring property. The property is unincorporated and would need to be annexed to receive matching residential zoning. No conditions. City Council records identify the landowner as Property Reserve Inc. (the real estate arm of The Church of Jesus Christ of Latter-day Saints), which plans a long-term rental community; the council approved the change in November 2025. The church also owns roughly half of the adjoining Meadow View Ranch land (April 16, 2025 minutes).

    • Applicant: American Fork City (city-initiated); landowner per council records: Property Reserve Inc.
    • Acres: 30.52
    • Land use: Design Industrial → Residential Medium Density
    • Unincorporated; annexation required before zoning

Land use map amendment, about 30.5 acres near 400 East and 1100 South

    Approved with conditions · 5-0

Changed about 30.52 acres not yet annexed from Design Industrial to Residential Medium Density. Mr. Hill of Property Reserve Inc. (the church's real estate arm) said it plans a long-term rental community of small-lot homes and possibly townhomes at about 6-7 units per acre, typically about 300 units with amenities; a land swap involves the Horan property. Members prefer owner-occupied homes; Hunter said he would not support more than 6-7 units per acre, to be capped in the annexation agreement. Publication withheld until Planning Commission conditions are met (Resolution 2025-11-23R).
