300 West and 200 South roundabout
The city built a roundabout at 300 West and 200 South to improve access to the UTA FrontRunner station for American Fork commuters. It ties into a roundabout already designed on the south side of I-15 at the West Frontage Road and 200 South (7750 North), and includes pedestrian access, wayfinding, striping and signage. The road reopened to traffic on Sept. 25, 2026.

Administrator's report: MAG roundabout grants, Firehouse Subs grant
No action
Bunker said both city applications for Mountainland Association of Governments funding scored highly: a roundabout near Greenwood Elementary and one at 200 South and 300 West. The Fire Department received a $15,000 Firehouse Subs grant for a UTV to reach the Cedar Hills golf course and foothills. Steel Days drew 130 pickleball, 12 kickball and 102 spikeball teams; one sports participant and one employee had tested positive for COVID-19.

200 South widening update
Discussed
Sensanbaugher said the 200 South design from the FrontRunner station area to I-15 is complete except bid documents but lacks construction funding and right-of-way from private owners who have not agreed; MAG funded a roundabout on 300 West north of the freeway; UTA station entrances would become right-in/right-out and the park-and-ride would net 70 stalls (lose 24, gain 94). A water line will be built immediately. Shelton said funding is inadequate and asked for a decision within three months on using an economic development (CRA) area, quick interim fixes such as piping the ditch for a north-side trail, a project website, and two lanes over the tracks for farm equipment. If funding lags, staff may have a developer build 700 West to 900 West.
- Park-and-ride: lose 24 stalls, gain 94
- MAG funded roundabout at 300 West north of I-15
- White Horse units reportedly sold out within two days (Shelton)

Fiscal 2027 Fitness Center, road CIP, impact fee and Local Building Authority funds
Discussed
Finance Director Anna Montoya said there is no plan for a full Fitness Center renovation or bond; the general fund subsidizes about 35% of its operations. Road CIP projects include the 700 North extension (construction FY2027), the 200 South/300 West roundabout (MAG), the Pony Express Corridor (city's 50% MAG match), the 1100 South/100 East intersection and Lakeshore Drive Phase 1. Councilmember Hunter urged a study of a transportation utility fee (about $50,000); Carroll worried about residents' ability to pay. Park impact fees fund the Art Dye Trail (with a MAG grant) and Lakeview Park on 620 South (preliminary $4 million). Police impact fees fund an evidence building and third-floor police building improvements (about $1.8 million). Local Building Authority lease revenue bonds for the public works facility were issued in January rather than March, saving about $1.2 million; proceeds total about $40 million.
- Public works facility LBA lease revenue bonds: about $40 million, issued January 2026; about $1.2 million saved
- Lakeview Park (620 South): preliminary $4 million
- Police evidence building/3rd floor: about $1.8 million
- Transportation utility fee study: about $50,000 (not decided)

Interim budget for fiscal 2026-27
Approved · 5-0
Finance Director Anna Montoya presented the interim FY2027 budget, which includes a proposed 9% property tax increase ($660,000 a year) earmarked to partly staff a temporary third fire station (Station 53) in the Lakeview area; the money is held separately until the Aug. 11 Truth in Taxation hearing and final budget. Councilmember Tim Holley argued firefighter positions should be funded regardless of the tax outcome and that wage increases and other discretionary items should be cut first; other members said the final budget can be reshaped after the hearing.
