The area also includes Church of Jesus Christ of Latter-day Saints property where a church is proposed, American Fork City land, and a proposed extension of 700 South, a minor collector on the transportation master plan. Staff projected demand of 112.08 ERCs of culinary water, 12.03 acres of pressurized irrigation and 112.08 ERUs of sewer; utilities are available in 100 West (12-inch water, 6-inch PI, 8-inch sewer). A 10-foot shared-use path along the American Fork River is required by the bike and pedestrian plan. The annexation had started earlier but was restarted because of the time elapsed and the need for agreements among all owners. Chipman and Stake Center #2 annexation and PR-3.0 zoning, about 100 W. 700 South

    Recommended for approval · 7-0

About 24 acres of unincorporated land near 100 West 700 South, including the Chipman parcels, Church of Jesus Christ of Latter-day Saints property where a meetinghouse is proposed, city-owned land and an extension of 700 South, would be annexed and zoned PR-3.0 (planned residential). Applicants are Devin Chipman, Mike Davey and American Fork City. Patrick O'Brien said the annexation agreement, including a sale of city-owned parcels to Leroy Love and Devin Chipman with right-of-way dedications, is largely settled; the agreement limits development to single-family detached homes with no additional density, though homes may be clustered because of the American Fork River and unusable land east of it. Surrounding land is low-density residential. No one spoke at the hearing. The City Council approved the annexation 5-0 on Sept. 8, according to the American Fork Citizen.

    • Applicants: Devin Chipman, Mike Davey, American Fork City
    • Acres: about 24
    • Current: unincorporated (county) → proposed PR-3.0
    • Use limit: single-family detached homes only, per annexation agreement
    • Includes proposed LDS meetinghouse and 700 South extension

Sale of city land near 700 South 100 West for $1.4 million

Resolution accepting an offer from LeRoy Love and Devin Chipman under a real estate purchase contract and Addendum No. 2 negotiated with the annexation agreement, and approving a dedication covenant requiring the buyers to give land back to the city, at no cost, for future roads and American Fork River corridor protection. The resolution grants no development rights and bars closing until annexation conditions are met. The Citizen noted the resolution lists the parcels inconsistently (two vs. three parcels).
