Pony Express Parkway
The extension would connect Lehi's existing Pony Express Parkway (1900 South) to American Fork's 700 West, creating a new east-west route. MAG approved $12 million, with $1 million available for design and $11 million not released until 2027; right-of-way will be bought for an eventual five-lane road but only two lanes would be built first. American Fork approved a 50-50 interlocal agreement on Aug. 12, 2025: each city pays half of a 6.77% local match (about $858,687 total; about $429,344 for American Fork), Lehi buys right-of-way west of the city line and AF east of it. AF officials worried about dumping traffic onto 700 West before connecting roads exist, and the endangered Ute ladies'-tresses orchid could delay or alter the route; AF's public works director said being shovel-ready in 2027 would be 'really aggressive.'

FrontRunner station connectivity and flyover
Discussed
Leaders said a flyover from the Meadows to 1020 West is key to connecting the fast-growing area west of I-15 and the planned TOD (about 25,000 future residents) to the rest of the city. UDOT has treated it as a local road; a 2015 UDOT/UTA/Union Pacific/city study stalled. The city noted the state chose the station site and that the 200 South rail crossing can only be two lanes. Peterson estimated $5 million-$6 million for design and right-of-way protection and 18-24 months of technical work with MAG. Leaders also urged right-of-way be preserved for the Pony Express east-west corridor to Saratoga Springs and Eagle Mountain.
- Design/ROW estimate: $5M-$6M (consultant Craig Peterson)

Land use amendment to public facilities, 4.35 acres at about 9 W. 1100 South
Approved · 5-0
City-initiated; the land lies in the Vineyard Connector/Pony Express Parkway corridor and needs a public facilities designation as development occurs. The alignment changed, but the general plan shows the correct one; the landowner was notified. Resolution 2023-08-34R (minutes list the prior designation as both design industrial and residential low-density).

Interlocal agreement with Lehi on Pony Express Parkway extension
Approved · 5-0
Public Works Director Sam Kelly said a $1 million MAG grant will fund alignment, design, preliminary right-of-way and environmental work from the Lehi boundary to 700 West, with the local share split 50/50; leftover money can go north on 700 West. Right-of-way would be bought for five lanes but one lane each way built first. Lehi hired the environmental consultant. Resolution 2025-08-17R.
- MAG design funds: $1 million
- Cost split 50/50 with Lehi
- Ultimate five lanes, initially two

Discussion with state legislators
Discussed
Attending: Kay Kristofferson, Corey Maloy, Brady Brammer, Val Peterson, consultant Craig Peterson (hired to seek flyover funding) and others. Topics: possible broader state land-use authority and 'Beehive zones'; MAG funding arriving only after roads fail; a four-city (American Fork, Lehi, Saratoga Springs, Eagle Mountain) east-west corridor effort that drew $5 million from UDOT and a MAG set-aside for a three-year study; an I-15 flyover to the FrontRunner station; the Pony Express Parkway (part of the Vineyard Connector alignment) being built to 700 West with nowhere for traffic to go until it reaches 1500 South; 200 South already failing near the TOD; a bill limiting property tax increases over 5% without a vote; TSSD mandates; the city's grandfathered water reuse application; Utah County government structure; Utah Lake rescue response; and public safety pay poaching between cities.
- East-west corridor study: $5 million UDOT plus MAG funds, about 3 years

Fiscal 2027 project proposals and priorities
Discussed
Fitness Center options from a 2022 VCBO study: 'must do' facelift with a 20,000-square-foot addition, a 90,000-square-foot 'better' option, or a 120,000-square-foot 'best' option with an indoor pool. Lakeview Park on 620 South: trail, restroom, pavilion, playground, pickleball/padel courts, dog park and parking, $3-4 million, partly impact fees. Slough Trail from Monarch Park south: $600,000-700,000. Lakeshore Drive to 1500 South: a three-lane collector just over a mile; first phase 26 feet of asphalt for about $3.1 million while TSSD installs sewer lines; the city is working with a church to obtain the last piece. 200 South interim improvements estimated at $24.7 million in 2022, with $8 million more for full build. 2026 road maintenance plan: $2.7 million. Pony Express Parkway: Phase 1 with $14.9 million in MAG funding; Phase 2 with $17.97 million to connect 700 West to 500 East and 1500 South, likely 2030-31. 700 West: a MAG request to connect Pony Express Parkway to 200 South as a TOD major arterial, about $5.05 million including right-of-way. Dixie Well: about $5.65 million on two city parcels, one for the pump house and one for staging then sale as a home lot, with 24-hour drilling for about two weeks. Station 53: possible bond vote in 2028 after a Fitness Center bond vote. Other priorities: in-house legal counsel, an I-15 flyover study with MAG, a CRA-funded 1100 South roundabout, a transportation utility fee and 100 East widening south of I-15.

Fiscal 2027 Fitness Center, road CIP, impact fee and Local Building Authority funds
Discussed
Finance Director Anna Montoya said there is no plan for a full Fitness Center renovation or bond; the general fund subsidizes about 35% of its operations. Road CIP projects include the 700 North extension (construction FY2027), the 200 South/300 West roundabout (MAG), the Pony Express Corridor (city's 50% MAG match), the 1100 South/100 East intersection and Lakeshore Drive Phase 1. Councilmember Hunter urged a study of a transportation utility fee (about $50,000); Carroll worried about residents' ability to pay. Park impact fees fund the Art Dye Trail (with a MAG grant) and Lakeview Park on 620 South (preliminary $4 million). Police impact fees fund an evidence building and third-floor police building improvements (about $1.8 million). Local Building Authority lease revenue bonds for the public works facility were issued in January rather than March, saving about $1.2 million; proceeds total about $40 million.
- Public works facility LBA lease revenue bonds: about $40 million, issued January 2026; about $1.2 million saved
- Lakeview Park (620 South): preliminary $4 million
- Police evidence building/3rd floor: about $1.8 million
- Transportation utility fee study: about $50,000 (not decided)

UDOT parcel exchange for Pony Express Parkway and 700 West corridor
Pending
Cooperative agreement trading land so a phase of Pony Express Parkway can be built from the Lehi border to 700 West, connecting 700 West to the parkway. UDOT bought its parcel in 2011 for the Vineyard Connector, but housing has since blocked that alignment; the new corridor from 1900 South in Lehi to I-15 generally follows a high-voltage power line, using land the city received through the AF Crossings development. No budget impact.
