FrontRunner double tracking (FR2X) utility relocations

UTA and UDOT will add 26.1 miles of double track in 11 locations, a new station, 10 trainsets and a maintenance facility to allow 15-minute peak and 30-minute all-day service. Environmental documents for a 'North of American Fork Double Track Project' (biological assessment, noise and vibration mitigation) were posted in March 2026. On Aug. 7, 2026 the FTA admitted the project to the Engineering phase of its Capital Investment Grants program, moving it toward nearly $1.3 billion in federal funding. Construction is anticipated 2027 through 2030; a progressive design-build team is involved. The Oct. 13, 2026 council packet included a UDOT master agreement for third-party utility work along the corridor. It sets general terms only and takes effect for specific work through location-specific supplemental agreements, with a sample form attached. Staff expects no budget impact and has declined optional betterments, which is an expectation, not a guarantee against future costs. The council approved the master agreement 5-0 on Oct. 13, 2026. No executed supplemental agreement has been located yet.

UDOT master agreement for FrontRunner double tracking (FR2X)

    Approved · 5-0

Master services agreement letting UDOT, on behalf of UTA, design and relocate city culinary water, irrigation, sewer and storm drain lines at each rail crossing affected by the second FrontRunner track. No city cost expected; the city declined betterments. Councilmember Tim Holley asked about a waiver-and-release clause covering UDOT's negligence; legal counsel Heather Schriever said the risk-sharing language is standard for agreements between governments. The council approved the agreement as presented.

    FrontRunner 2X project presentation

    Discussed

UTA project manager Janelle Robertson, deputy Matt Carter, consultant Terry Warner and outreach lead Muriel Xochimitl said UDOT manages the project with UTA. It adds 11 double-track segments, a Bluffdale station and 10 diesel multiple-unit trains (likely Stadler) to double service to every 15 minutes at peak. American Fork has two segments, including about 4.4 miles north of the station to Pioneer Crossing; acquisitions would be 15- to 20-foot strips with no full takings, plus work on American Fork River bridges and crossings such as Storrs Avenue, retaining walls by the Timpanogos Special Service District, and coordination with the planned 1100 South roundabout near Auto Mall Drive. Two homes near Storrs may get noise mitigation such as new windows. Mayor Frost urged moving the poorly located American Fork station and buying land for parking; City Administrator David Bunker said 200 South will be widened with a center cycle track and two lanes each side.

    • Total cost: about $3.2 billion (incl. 40% FTA contingency)
    • State funding: about $840 million; rest from pending FTA core capacity grant
    • Design-builder: Frontrunner Forward Partners (Stacy Witbeck Inc. and Ralph L. Wadsworth Construction JV) with Horrocks/DEA design
    • Construction start expected 2027; revenue service 2030
    • No federal money for station relocation
  3. August 20, 2025 · Planning Commission

American Fork Station Area Plan (general plan amendment)

    Recommended for approval · 4-0-1

City-initiated update of the 2014 station area plan, required by the state for cities with a fixed-guideway station, covering the half-mile around the FrontRunner station, with a December 2025 state certification deadline. Development Services Director Patrick O'Brien said the plan was shaped by two years of stakeholder meetings, a Steel Days booth, and talks with UDOT and UTA; it is conceptual and non-binding, keeps the station in place as the preferred option, and floats a possible second station at 500 East. He described planned flyovers over the tracks connecting to 700 West and over I-15, access to the future Pony Express connector, a desired parking structure with UTA, and staff's practice of refusing developer requests to cut commercial space in the TOD. He said costs should fall on developers rather than residents. Commissioner Geoff Dupaix abstained, citing a conflict-of-interest clause with his employer related to transit studies.

    • Applicant: American Fork City
    • Area: half mile around American Fork FrontRunner station
    • State certification deadline: December 2025
    • Conditions: label the century farm on maps and legend; rename 'options' to 'conceptual options'; add land availability to flow charts
    • Commissioner Dupaix abstained (employer conflict)

    518 W. 200 South zone change (about 7.2 acres)

    Recommended for approval · 6-0

City-initiated rezone of parcels 13:042:0062, 0063 and 0028 from PI-1 to TOD (the agenda also listed R1-7500) to match the TOD overlay rules that already govern them; staff said no project is proposed. Frandsen said the parcels were the city landfill when he was a child and environmental review must be thorough. Dupaix noted FrontRunner double-tracking needs room and raised access to the oddly shaped parcels. City Engineer Ben Hunter said one parcel was for sale, buyers were told the city will need right-of-way, and access is expected through a shared drive at the 570 West intersection on 200 South.

    • Applicant: American Fork City
    • Acres: about 7.2
    • Zone: PI-1 → TOD
    • Parcels: 13:042:0062, 13:042:0063, 13:042:0028
    • Former city landfill (per Commissioner Frandsen)
