Scott Dunn, for the applicant, said the plan dedicates open space to the city and improves a ditch and a park. Koivisto asked whether half-acre lots were possible; Dunn said not feasibly but the lots were laid out to match the backing homes of a half-acre layout. She also asked about preserving native trees; Dunn said trees along the ditch usually must come down to widen the waterway. The council approved the concept plan.
