Pinnacles master development plan, rezone and general plan amendment (work session)
Discussed
Planning Manager Pete Kane and applicant representative Andy Flamm presented a request on about 161 acres north of Aviator Avenue and west of Brylee Farms, zoned Agriculture, to move much of the Employment Center acreage to residential and commercial zones. The Planning Commission unanimously recommended approval with conditions, including changing CC to CN, changing some RC to R3 and dedicating about an acre for a future freeway right-of-way. Council Member Colby Curtis said density had risen and multifamily was added contrary to earlier direction; Council Member Jared Gray objected to converting Employment Center acreage and wanted fewer units; Council Member Carolyn Love wanted fewer townhomes; Council Member Donna Burnham worried about later residential requests in the north; Council Member Melissa Clark urged consistency with the general plan. Flamm said the northern portion lacks road access and would stay Agriculture. No action was taken.
- Acres: about 161
- Proposed general plan: 65.02 acres Employment Center/Campus, 21.16 NR1, 31.7 NR2, 26.55 NR3, 16.63 Community Commercial

The Pinnacles: general plan map amendment and rezone
Approved with conditions · 4-0
The roughly 161 acres north of Aviator Avenue and west of Brylee Farms were rezoned with the two rows of homes south of the park changed from R3 to R2 plus other changes in the corrected staff report. Gray asked for more R2 units south of the park; Burnham and Love supported the change. Applicant representative Andy Flamm wanted two rows rather than three and to keep a one-acre northwest parcel until the northern commercial land develops. No one spoke at the hearing.

The Pinnacles: master development plan
Approved with conditions · 4-0
Approved with three conditions: the one-acre parcel next to the MF2 zone is removed from this approval and handled with the northern development; the northern 65 acres are noted as Future Development/Business Campus for a later plan amendment; and any northern amendment must suit the Employment Center/Campus designation.

The Pinnacles master development agreement
Approved with conditions · 5-0
Steve Mumford said the Planning Commission recommended approval 4-0 on Nov. 9 with changes. Terms include 38.5 feet dedicated along the south edge with Aviator Avenue completed to a 77-foot right-of-way, a neighborhood park dedicated to the city, a commercial business campus to the north, future freeway right-of-way preservation, and a six-year term. Council Member Colby Curtis worried about developer default during inflation and Council Member Melissa Clark suggested 50 percent; applicant Andy Flamm said the residential portion is being sold to a builder. Approved with three conditions: remove maximum unit language from sections 3.3 and 3.4, remove MF1 single-family detached cluster units, and require the park to be complete before the final plat for more than 50 percent of single-family homes, with a weather extension.
