Porter's Crossing concept plan (work session)
Discussed
Applicants Khosrow Semnani and architect Jory Walker proposed changes to pods 1, 2, 9a, 9b, 10 and 15: moving 180 approved mixed-use units from Pod 2 northwest, adding retail in Pod 2 and building five-story, 16-unit buildings at 20 units an acre in Pod 9b. Curtis preferred the approved plan; Clark supported retail but said high-density housing in the northwest raised safety and traffic concerns; Love was concerned about density and transition; Burnham opposed apartments at this location but supported added commercial. Cook said Pod 9a would revert to residential, institutional or commercial zoning capped at 42 units on 10.2 acres plus a one-acre park. No vote.

Porter's Crossing Town Center changes (work session)
Discussed
Deputy City Administrator Steve Mumford asked whether proposed changes meet the intent of the council's approval: relocating public parking and open space, modifying a trail, adding a retention pond, a north-south road with 32 feet of asphalt and swales, multifamily parking and an exception to the masonry wall requirement in favor of vinyl fencing. Applicant representative Khosrow Semnani spoke. Wright opposed the zoning map because of parking in the utility corridor; Love objected to the road not meeting city standards and to parking in the utility corridor; Burnham's only concern was the masonry wall exception; Gray is willing to discuss the fence later. The council objected to approving agreement changes in a work session.

Planner Steven Lehmitz and a representative of SK Hart Management, LLC presented one unimproved parcel (58:034:0584) between two homes. Earlier plan changes removed its open space requirement, so it could be rezoned from Open Space to R1 for a single-family home.
