100 West improvements, 100 North to 700 North

Phase 1 replaces utilities under 100 West from 100 North to 700 North: new water lines, sewer pipe replacement on certain blocks and storm-drain improvements. Work next to Shelley Elementary was scheduled between May 26 and Aug. 1. Phase 2 in 2027 adds curb, gutter, sidewalk and roadway improvements. An earlier segment, 100 West from 300 South to 700 South, was rebuilt with water-line replacement and completed in September 2025 for $1.96 million.

Bicycle lanes and Bicycle and Pedestrian Master Plan

    Discussed

Community Services Director Derric Rykert said the plan dates to 2013 and will be updated through the Parks and Recreation Committee. City Engineer Ben Hunter said 100 West (about 40 feet curb to curb) got 5-foot bike lanes with parking moved to one side. Members questioned the lime-green paint used in the TOD and on 620 South near Harbor Village and Stone Creek, which is peeling and growing weeds; Hunter wanted maintenance costs and preferred spending on sidewalks such as the 200 South frontage road link between 100 East and 100 West. Taylor and Holley raised e-scooter speeds of 25-30 mph on trails. Assistant City Administrator Camden Bird said the plan connects 100 West to the Boat Harbor, Utah Lake and the Murdock Canal.

100 West road rehabilitation, 100 North to 700 North, utilities Phase 1

    Approved · 4-0

Awarded to Newman Construction Inc. for $2,315,000 plus a $231,500 contingency. Councilmember Hunter questioned the spread between the low bid (about $2.3 million) and high bid (about $3.9 million); Public Works Director Sam Kelly said staff checked the bid tabulation and references, the second-lowest bid was within about $40,000, and he knew the contractor's work on an Orem pipeline. Final paving is expected the following year.

    • Contract: $2,315,000
    • Contingency: $231,500
    • Bids ranged about $2.3 million to $3.9 million; second-low within about $40,000
    • Repeat winner: Newman Construction also won the 200 S./300 W. roundabout the same night

Fiscal 2027 general fund, capital projects, fleet and Fitness Center budgets

    Discussed

Street operations move to a new general fund roads fund. About $3.4 million is programmed for road capital work (overlays, crack seal, microsurfacing, slurry, 100 West, parts of Water Road, 100 East, and King Street), with total road spending about $6.5 million excluding impact fees, plus a new traffic study. $4 million is earmarked for Fitness Center improvements; its general fund subsidy stays about 35% of operating costs. Community Services capital totals about $4.9 million, including about $120,000 for playgrounds, Art Dye Park fencing and shade sails, a cremation niche project and the annual Fox Hollow contribution. Public safety equipment about $140,000; a boom lift and trailer about $90,000. Fleet: eight police vehicles (two for new officers), $500,000 to start a fire apparatus replacement program, and a shift from leasing to buying with cash. A long-dormant electronic billboard earmark is still carried forward. Members debated whether to raise property taxes amid residents' cost pressures.

    • Fitness Center improvements: $4 million
    • Community Services capital: about $4.9 million

    Interim budget for fiscal 2026-27

    Approved · 5-0

Finance Director Anna Montoya presented the interim FY2027 budget, which includes a proposed 9% property tax increase ($660,000 a year) earmarked to partly staff a temporary third fire station (Station 53) in the Lakeview area; the money is held separately until the Aug. 11 Truth in Taxation hearing and final budget. Councilmember Tim Holley argued firefighter positions should be funded regardless of the tax outcome and that wage increases and other discretionary items should be cut first; other members said the final budget can be reshaped after the hearing. The budget message lists $15.7 million in road work, including the 700 North extension, Lakeshore Drive Phase 1, a 300 West/200 South roundabout and 100 West improvements.
