American Fork Hotel zone change

A planned 122-room Woodspring Suites extended-stay hotel in the GC-2 zone near I-15 sought to build 129 parking stalls rather than the 153 required. The Planning Commission recommended denial 5-2 on Aug. 19, but the City Council approved the reduction 5-0 on Sept. 8; a site plan and traffic study are still required.

Parking reduction for American Fork Hotel, 714 S. 600 East

    Approved · 5-0

TGC Group asked to build a 122-room WoodSpring Suites extended-stay hotel in the GC-2 zone with 129 stalls (1.06 per room) instead of the 153 (1.25 per room) code requires, using an early request-for-consideration process before filing a land use application. The Planning Commission recommended denial 5-2 on Aug. 19, citing trailers and overflow parking. TGC's Blake Heiman said the company's 41 hotels average about 1.08 stalls per room and promised not to seek further cuts. Councilmember Tim Holley called 1.25 'a lot'; Councilmember Ryan Hunter worried landscaping rules could later cost stalls; Councilmember Staci Carroll said she had not had time to read the commission minutes. A traffic impact study and site plan review are still required.

    • Applicant: TGC Group (Blake Heiman)
    • Rooms: 122; stalls: 129 (code: 153)
    • Zone: GC-2
    • Planning Commission: recommended denial 5-2 (Aug. 19)

Moved by Councilmember Taylor, seconded by Councilmember Holley; approved 129 stalls for 122 rooms. Vote: 5-0

American Fork Hotel parking reduction, 714 S. 600 East

    Recommended for denial · 5-2

TGC Group, represented by Blake Heiman and Boyd Preece, asked for a parking reduction under Section 17.5.133(D) for a 122-room Woodspring Suites extended-stay hotel aimed at traveling workers, proposing 129 stalls (1.06 per room) instead of the 153 required (1.25 per room). The site, in the GC-2 zone, would be created through a boundary adjustment with neighboring landowner Woodbury; Heiman said the company's 41 hotels in 23 states run 0.7 to 1.2 stalls per room and about 75% occupancy, and that the project is a $15-16 million investment. Commissioner Rodney Martin noted the neighboring Holiday Inn has 120 stalls for 80 rooms and warned of overflow onto neighbors; Commissioners Geoff Dupaix and Harold Dudley floated a compromise. A motion by Commissioner David Bird to recommend approval failed 3-4, and the commission then voted 5-2 to recommend denial. If approved, the applicant must submit a traffic impact study. The City Council later approved the reduction 5-0 on Sept. 8, according to the American Fork Citizen.

    • Applicant: TGC Group (Blake Heiman, Boyd Preece)
    • Brand: Woodspring Suites
    • Rooms: 122
    • Parking proposed: 129 stalls (1.06/room); code requires 153 (1.25/room)
    • Zone: GC-2 (map still showed PF-1 pending update)
    • First motion to recommend approval (Bird/Dupaix) failed 3-4: yes Anderson, Bird, Dupaix; no Christiansen, Martin, Oldham, Dudley
    • Condition if approved: traffic impact study
    • Council approved reduction 5-0 on Sept. 8 (American Fork Citizen)

Moved by Commissioner Rodney Martin, seconded by Commissioner Chris Christiansen. Vote: 5-2 to recommend denial; Commissioners David Bird and Geoff Dupaix voted no (minutes' roll call lists 'David Martin' as a no vote, apparently meaning Bird). An earlier motion to recommend approval failed 3-4.

American Fork Hotel zone change, 714 S. 600 East

    Approved · 5-0

Rezone of 3.13 acres from PI-1 (planned industrial) to GC-2 (general commercial) to allow an anticipated hotel. Development Services Director Patrick O'Brien said industrial use was not the best use of the I-15 frontage and the land use map already supports the change.

    • Ordinance No. 2026-06-11
    • Acres: 3.13
    • PI-1 → GC-2

Moved by Councilmember Carroll, seconded by Councilmember John. Vote: 5-0

  4. June 3, 2026 · Planning Commission

American Fork Hotel zone change, 714 S. 600 East (3.13 acres)

    Recommended for approval · 7-0

Rezone of two vacant lots totaling 3.13 acres from PI-1 Planned Industrial, which does not allow hotels, to GC-2 General Commercial, which does. The lots would be combined through an amended plat. The land use map already shows commercial and land to the northwest is GC-2. The applicant said the brand was undecided but the company franchises Marriott, Hilton and other chains. Staff said curb, gutter, sidewalk and utilities are already in place and no public infrastructure expansion is expected. Commissioners said they were glad to see the site developed. No public comment.

    • Acres: 3.13
    • Current zone: PI-1 → proposed GC-2
    • Hotel brand not yet chosen
    • Blake Heiman listed among attendees; TGC Group later identified as applicant (Aug. 19, 2026 parking request)

Moved by Commissioner Rod Martin, seconded by Commissioner Chris Christiansen. Vote: 7-0
