Council members question green bike lanes and fast scooters as staff defends bike plan

October 21, 2025, 4:00 p.m. · City Administration Conference Room, 51 E. Main St.

After open meetings and records training, the council reviewed the 2013 Bicycle and Pedestrian Master Plan, due for an update. Staff said new 100 West bike lanes drew 23 riders one Saturday and two or three complaints over lost parking; Councilmembers Hunter, Holley and Taylor criticized the lime-green painted lanes in the TOD area and on 620 South as costly and peeling, and raised safety concerns about fast e-scooters. A trail linking Riverwalk to the Murdock Canal will be built in spring 2026 with MAG money.

From the approved minutes.

Bicycle lanes and Bicycle and Pedestrian Master Plan

Discussed · 100 West; 620 South; TOD area

Community Services Director Derric Rykert said the plan dates to 2013 and will be updated through the Parks and Recreation Committee. City Engineer Ben Hunter said 100 West (about 40 feet curb to curb) got 5-foot bike lanes with parking moved to one side. Members questioned the lime-green paint used in the TOD and on 620 South near Harbor Village and Stone Creek, which is peeling and growing weeds; Hunter wanted maintenance costs and preferred spending on sidewalks such as the 200 South frontage road link between 100 East and 100 West. Taylor and Holley raised e-scooter speeds of 25-30 mph on trails. Assistant City Administrator Camden Bird said the plan connects 100 West to the Boat Harbor, Utah Lake and the Murdock Canal.
