Fiscal 2027 project proposals and priorities

    Discussed

Fitness Center options from a 2022 VCBO study: 'must do' facelift with a 20,000-square-foot addition, a 90,000-square-foot 'better' option, or a 120,000-square-foot 'best' option with an indoor pool. Lakeview Park on 620 South: trail, restroom, pavilion, playground, pickleball/padel courts, dog park and parking, $3-4 million, partly impact fees. Slough Trail from Monarch Park south: $600,000-700,000. Lakeshore Drive to 1500 South: a three-lane collector just over a mile; first phase 26 feet of asphalt for about $3.1 million while TSSD installs sewer lines; the city is working with a church to obtain the last piece. 200 South interim improvements estimated at $24.7 million in 2022, with $8 million more for full build. 2026 road maintenance plan: $2.7 million. Pony Express Parkway: Phase 1 with $14.9 million in MAG funding; Phase 2 with $17.97 million to connect 700 West to 500 East and 1500 South, likely 2030-31. 700 West: a MAG request to connect Pony Express Parkway to 200 South as a TOD major arterial, about $5.05 million including right-of-way. Dixie Well: about $5.65 million on two city parcels, one for the pump house and one for staging then sale as a home lot, with 24-hour drilling for about two weeks. Station 53: possible bond vote in 2028 after a Fitness Center bond vote. Other priorities: in-house legal counsel, an I-15 flyover study with MAG, a CRA-funded 1100 South roundabout, a transportation utility fee and 100 East widening south of I-15.

    • Pony Express Parkway MAG funding: Phase 1 $14.9M; Phase 2 $17.97M
    • 700 West (Pony Express to 200 South): about $5.05M
    • Lakeshore Drive Phase 1: about $3.1M
    • 200 South interim: $24.7M (2022 estimate)
    • Dixie Well: about $5.65M
    • Lakeview Park: $3-4M
    • Slough Trail: $600,000-700,000

Fiscal 2027 perpetual care, IT, broadband, RDA, water, sewer, storm drain and sanitation funds

    Discussed

Broadband fund is about 51% subsidized by the general fund. IT fund includes $100,000 for computer replacement (contracted IT: Tech Legion). Cemetery: $127,000 expansion into the former pony fields adding about 900 plots (about seven years of capacity) and $205,000 for about 224 cremation niches; reserve about $560,000. RDAs: Eastside and North Valley RDAs end this year; Egg Farm RDA funds 1100 South, 1500 South and storm water work; Patriot Station CRA bonds fund 200 South pending right-of-way. Utilities: culinary up about 12% (first since 2019); a $7.1 million Dixie Well would put the water impact fee fund in deficit, requiring interfund or private financing; PI rates held pending direction; TSSD charges up 15% in January; storm drain +$2 offset by city sewer -$2; garbage increase absorbed; 450 West storm drain upsizing delayed by railroad coordination. Water projects: 100 East, 100 West, 200 West, 300 West, 600 West and 700 North lines and Boley Well rehab.

    • Cemetery expansion: $127,000
    • Cremation niches: $205,000
    • Dixie Well: $7.1 million (impact fee fund deficit)
    • IT computer replacement: $100,000

Dixie Well land use amendment, 943 S. 900 West

    Recommended for approval · 7-0

City-initiated change of a vacant, city-owned 0.78-acre lot (parcel 34:727:0100, Lot 100 of AF PD South subdivision) from Residential Very-Low Density to Institutional Lands, Schools and Public Facilities so a city culinary water well can be drilled there. The site is on the southeast corner near the future roundabout on 900 West, south of 620 South at the edge of the TOD zone; the lot carries no residential density because its development rights were transferred earlier. Staff said the well building would sit on the north part of the lot and be designed to blend in with nearby homes using similar materials, fencing (concrete or wrought iron considered) and street landscaping; Assistant City Engineer Kelvin Smith said the city intends to be a good neighbor. Chair Christine Anderson asked whether the southern third could be used for a community garden or green space; staff said that would be decided at site plan, and the well itself would be secured. Access will be one driveway on 900 West aligned with the street across. No one spoke at the hearing.

    • Applicant: American Fork City
    • Parcel: 34:727:0100
    • Acres: 0.78
    • Land use: Residential Very-Low Density → Institutional/Public Facilities
    • Use: future city culinary water well
    • Site design, screening and building to come later in a site plan
