Walker zone change, 915 W. State Street (Ordinance 27-2026)

    Tabled

Deborah Walker, for her late parents' estate, asked to rezone 2.58 acres from R-1-8 residential to C-H heavy commercial, which matches the General Plan designation, so the land can be sold to a developer planning offices and warehouses. The Planning Commission recommended denial 3-2 on June 11. About 25 neighbors, many from Trinnaman Lane, spoke against it over truck traffic, child safety and noise. Councilmember Heather Newall said she had a hard time seeing heavy commercial so close to homes, and Councilmember Emily Lockhart asked whether the applicant would accept a development agreement with neighborhood mitigations; Walker agreed. The council tabled the request and directed staff to prepare a development agreement.

    • Applicant: Deborah Walker (Estate of Nancy Walker)
    • Acres: 2.58
    • Current zone: R-1-8 → proposed C-H (Heavy Commercial)
    • General Plan: Heavy Commercial
    • Planning Commission (June 11): recommended denial, 3-2 (Jones, Jackson yes; Eyre no)
    • Outcome per later council documents: tabled, with direction to draft a development agreement
    • Lehi Free Press headline described the result as a denial; the Sept. 8 agenda and the development agreement resolution say it was tabled

    Recommended for approval

After the City Council tabled the Walker zone change from R-1-8 to Heavy Commercial in July, the city drafted a development agreement for the 2.581-acre property. It would allow only listed heavy commercial uses, limit vehicle access to State Street, require landscape buffering under Chapter 12 with an optional berm along Trinnaman Lane if neighbors agree, and require a final site plan within two years. Engage Lehi reports a positive recommendation, and the item went to the council Sept. 8.

Nancy Walker development agreement, 915 W. State Street

    Approved

Approved development agreement that keeps the 2.58 acres zoned R-1-8 while limiting uses to an attached list with no outdoor storage; bars access to Trinnaman Lane and 1850 North in favor of a shared driveway to State Street subject to UDOT; and requires a 12-foot landscaped buffer and 8-foot masonry wall along Trinnaman Lane, a 7-foot buffer and 8-foot wall on the east, 30 trees per acre, no windows above 12 feet facing homes to the east and a site plan within two years. The Planning Commission recommended approval unanimously Aug. 13. Councilmember Michelle Stallings was quoted supporting the compromise.
