  8. Item 9 · General plan

Lakeview Land and Rock general plan amendment (Ordinance 21-2024)

    Tabled · 4-1 · About 600 E. 600 South

The owners, represented by Tony Trane, sought to change 12.81 acres from low density residential to Heavy Commercial and Commercial for office warehouse with some outdoor storage, and said they would accept a development agreement with specific uses and buffering instead. Owner Liz Anderson described the family's history on the land and the need for light industrial space with outside storage. Roughly two dozen residents spoke. Opponents, mostly from the neighborhood to the west, cited a road connection into the neighborhood, child safety, truck traffic, property values, past zoning violations and a 2021 staff denial recommendation; supporters, including local trucking and construction business owners, cited the need for industrial space. Owner Clay Peck said they are working with Utah County to resolve violations. Council Member Newall said the land was planned residential when the owners bought it; Albrecht wanted neighbors involved in any agreement; Stallings preferred a development agreement to a plan amendment; Hancock agreed with Stallings and Albrecht; Condie supported pursuing an agreement. The council tabled the ordinance and directed the applicant to work with staff and residents on an agreement covering land uses and buffers, no road connection from 570 South to 600 West except a crash gate if the fire marshal requires it, outside storage on the east side and home-styled offices on the west, building design, screening, landscaping and fencing, limited hours, light mediation, accountability measures and parking away from residents. Condie's suggestion is to keep LDR zoning and allow the listed uses by agreement.
