Hadco-Pacific annexation and light industrial zoning, 25.69 acres
Approved with conditions · 4-1
John David Hadfield represented the applicant. No one spoke at the public hearing. Council members debated whether concerns of neighboring homes about noise, dust and other nuisances should be handled through the annexation agreement or through zoning and city codes; some members called mitigation terms in the agreement overly burdensome and arbitrary, and the applicant also objected to parts of it. Council Member Stallings moved to table so staff could return with an agreement acceptable to the developer that also protects neighbors; the motion died for lack of a second. The council then approved the annexation agreement without its item six and approved the annexation ordinance, each 4-1. Council Members Albrecht, Condie and Stallings and Mayor Johnson suggested follow-up on noise studies, talking with residents and possible ordinance changes.
