TripleTail rezone to Regional Technology and Industry overlay, about 670 acres

    Approved · 5-0

The Planning Commission recommended approval 5-0. The rezone covers about 670 acres in two places: east of the future south extension of Pony Express Parkway, and south of 4000 North, east of Tyson Foods and the Pole Canyon industrial area. Jessica Bennett of Tract and engineer Coury Morris represented the applicant; the applicant intends to buy 60 acre-feet a year, and Morris said residential use of the land would need about 1,500 acre-feet. Wright raised noise concerns, and Curtis objected to the approval process for the overlay but said he would prefer nonresidential use. No one spoke at the hearing (8:55 p.m.). The minutes say the motion passed unanimously, but the roll call block marks only Council Members Donna Burnham and Curtis, so individual votes should be checked against the official record.

Tract development agreement, about 672 acres

    Approved with conditions · 5-0

City Attorney Marcus Draper presented an agreement covering two parcels, one near the Meta, Google and QTS sites and one abutting Industrial Planning Area 2 of the Firefly development in the southwest. Applicant representative Keely Ambrose raised concerns about buffering, added property, benchmarks and agreement length. The council adopted it with two changes to Section 4.12: language requiring buffering of annexed property under the applicable rules and excluding property outside city limits unless annexed, and removing the words and/or Industrial Zone.
