Eagle Quest concept plan (work session)

    Discussed

Applicant representative Kurt Ostler showed two concepts for a parcel west of Lake Mountain Road: 484 lots with a dedication of 12.27 acres of road right-of-way (56 more lots in exchange), or 428 lots without full collector dedication. A second parcel of about 160 acres west of Overland, north of Rush Creek, has mixed zones and a hospital user that asked for no single-family homes. Curtis argued the 12.5 acres of agricultural land equals about 2.5 lots, not 56. Members supported hospital and retail uses and suggested fewer multifamily units and development triggers. No action.

Eagle Quest ordinance and preliminary plat

    Tabled · 5-0

Applicant Josh Cummings asked to move Old Airport Road to the east property line, saying straightening benefits connectivity, safety and signal spacing, and offered an 8 percent road dedication. Dave Shippen, owner of the northern property, asked the city to keep the general plan alignment. Wright, Gray, Curtis and Burnham favored the general plan alignment, with Burnham citing City Engineer Chris Trusty's concerns about speed in bad weather. The council gave feedback to redesign with the general plan alignment and tabled both items.

Eagle Quest East rezone and master development plan

    Approved with conditions · 5-0

The request covers about 163 acres for a rezone to R1, R2, R3, RD1 and RD2 and a master development plan, at a density of 2.49 units per acre. Kurt Ostler spoke for the applicant. In the work session, Council Member Jared Gray raised concerns about density and unit mix, and members discussed three parks, the 152-foot Old Airport Road right-of-way and a block length over 800 feet. At the hearing (8:48 to 8:53 p.m.) David Shippen, representing northern property owners, asked that the north road extend to Old Airport Road to avoid an orphaned 1-2 acre parcel. The council approved with nine conditions, including half-acre RD2 lots replacing the east park, R3 zoning for two north-edge R2 lots, a mid-block pedestrian connection, mailbox placement, and approval contingent on a master development agreement.
