    Master infrastructure agreement, Stadion, LLC

    Approved with conditions · 5-0

Staff said Meta would reimburse the city about $1.8 million for water infrastructure, road improvements and up to two years of staffing help, including the reuse filtration system and the Cory Wride Park booster pump station. In exchange the city would prioritize resurfacing Pony Express Parkway before December 2024, with Google covering part of that cost. Staff asked to move the booster pump completion date from October 31 to December 31, 2022. The council approved the agreement with the December 31 date; the minutes word the item both as the booster pump station and as the booster infiltration portion.

Development agreement with Stadion, LLC (Meta) for data center expansion

    Approved · 4-1

Draper said the agreement allows the data center to expand onto the adjacent property to the south, which already has the RTI overlay, sets infrastructure requirements and is largely modeled on the existing agreement. No reason for Burnham's no vote is recorded.

Development agreement with Williams (Will-Power UT, LLC) for a natural gas power facility

    Approved with conditions · 5-0

City Attorney Marcus Draper presented a co-located natural gas power facility on the Stadion parcel supporting the Meta data center expansion. Requested exceptions included sound up to 75 decibels (the nighttime limit is 65) and above-ground distribution lines. A Williams representative responded. The council approved with conditions: simple-cycle natural gas technology only, additional property limited to the Stadion LLC parcel under the October 2025 agreement, operation within five years with possible extension, and trees along Pony Express Parkway under city code 16.35.080. Public commenters opposed the plant over emissions, noise and its location.
