Requested exceptions included sound up to 75 decibels (the nighttime limit is 65) and above-ground distribution lines. A Williams representative responded. The council approved with conditions: simple-cycle natural gas technology only, additional property limited to the Stadion LLC parcel under the October 2025 agreement, operation within five years with possible extension, and trees along Pony Express Parkway under city code 16.35.080.
