Hidden Hollow Phase C density vesting
Tabled · 5-0
The applicant claimed vested density of 360 units and proposed 134 (48 single-family lots and 86 townhomes), about 60 percent fewer. The Planning Commission voted 3-1 on Feb. 9 to recommend approval with conditions: part of the density contingent on the sale of 1.5 acres of city land at fair market value, compliance with current code for the site plan and plat, and no blasting in Phase C. Curtis worried vesting could bind the city to the land sale; City Attorney Jeremy Cook said the sale would be considered with the plat. Applicant Ryan Bybee said the applicant would pay for a redesign.

Hidden Hollow Phase C (work session)
Discussed
Applicant Ryan Bybee agreed to a quick reappraisal of the city-owned land to be sold after Gray raised concerns. Curtis found the density reasonable but preferred front-loaded to alley-loaded elevations. The project includes a pool and clubhouse for 137 townhomes. Bybee said larger garages would add about $50,000 and 12 feet per six-plex; Clark, Love and Gray favored enforcing garage standards. No vote.

Hidden Hollow Phase C (work session)
Discussed
The project has 134 units (86 townhomes, 48 single-family) and requires a sale of a 1.5-acre city parcel with project approval; staff recommended the applicant buy it and be reimbursed for improving the gravel parking lot. The Planning Commission voted 3-1 on May 11, with Commissioner Everett dissenting over architecture. The applicant proposed a 40-foot private street against the 53-foot standard. Burnham said requiring the full right-of-way would be unfair since private streets were allowed in Phase B; Curtis accepted 40 feet for this project but wants a public-road standard going forward. No vote.
