Scarlet Ridge concept plan
Discussed
Staff presented a concept for 139 lots on 160 acres along the East Bench and Lake Mountain Road, designated Agriculture/Rural Density Two. Applicant representative Ryan Kent described a traffic study, paving 20 feet of Tiffany Lane, a sewer line to Pony Express Parkway and large equestrian-oriented lots. Council Member Gray raised the mix of RD1 and RD2 lots, open space and aesthetics. Council Member Curtis asked whether the applicant would commit to at least 30 one-acre lots; the applicant could not guarantee a number.

Scarlet Ridge Estates master development plan, preliminary plat, rezone and general plan amendment
Discussed
The proposal is 214 lots (36 one-acre and 178 half-acre) in seven phases on about 160 acres east of Lake Mountain Road, south of the future Tiffany Lane extension, rezoned from Agriculture to RD2, with a 2.5-acre park dedicated to the city. About 91 lots fall outside the quarter-mile park distance. The Planning Commission voted 4-0 Jan. 12 to recommend approval with conditions, including combining phases so the park is built in Phase 2 and reconsidering five retention areas. Council Member Curtis asked to consolidate the retention areas; Council Member Love raised maintenance concerns since there is no HOA and wanted a wider road for a future 320-acre area to the east; Council Member Clark asked for a detailed runoff plan. Applicant representative Ryan Kent said a narrower road would support lower density.

Scarlet Ridge Estates: master development plan, preliminary plat, rezone and general plan amendment (work session)
Discussed
Planning Manager Pete Kane presented a proposal for about 160 acres, 215 lots (four one-acre and 211 half-acre lots, average 0.59 acre) in seven phases, with a roughly 2.5-acre park to be dedicated to the city. The Planning Commission voted 4-0 on Jan. 12, 2021 to recommend approval with four conditions, including consolidating phases, revising the park plan and including half-width collector road dedications. Applicant representatives Ryan Kent and Joseph Darger said an earlier layout had 27 one-acre lots before a road-width increase. Council Member Jared Gray favored RD1 zoning for the whole site; Council Member Colby Curtis suggested a 50/50 split of RD1 and RD2; Council Members Melissa Clark and Donna Burnham agreed lot-size concerns, with Burnham favoring more variety above a quarter acre; Council Member Carolyn Love supported the collector road width and agreed playground structures would serve residents better than pavilions and picnic tables. The applicant agreed to the Equine Overlay. No action was taken.

Scarlet Ridge Estates: transportation plan amendment and rezone to RD2
Tabled · 4-1
The request for about 160 acres east of Lake Mountain Road asked for a rezone to RD2 and a revised 211-lot preliminary plat (37 one-acre lots; 174 lots of about half to 0.71 acre; average about 0.6 acre) with a 2.5-acre park. Gray preferred a December 2019 layout with 139 lots; Curtis wanted a 50/50 split of RD1 and RD2; Love said she would likely reach consensus if the median lot were closer to an acre; Burnham said the variety and added one-acre lots were appropriate; Clark suggested tabling. Applicant Ryan Kent preferred tabling to denial. No residents commented at the public hearing. Burnham voted no.

Scarlet Ridge Estates: transportation plan amendment and rezone
Approved with conditions · 5-0
The council rezoned the roughly 160-acre site with conditions: the north road changes from major arterial to collector on the transportation plan; approval depends on a master development agreement and the Feb. 24, 2021 plat; all one-acre and larger lots go to RD1; lots under an acre go to RD2 with the Equine Overlay. In the work session, Gray and Clark preferred RD1 for the large lots even though it cut the park fee-in-lieu by $108,750. No residents commented at the hearing; applicant Ryan Kent supported the Equine Overlay.

Scarlet Ridge Estates master development agreement
Approved · 5-0
Steve Mumford said the agreement covers road dedication and improvement timing, stormwater basins with low-maintenance landscaping, and a six-year expiration or termination at buildout. The Planning Commission recommended approval May 25 with a change requiring sequential phasing. Unified Fire Authority said southern road improvements are not required for emergency access and is working on a western access through the Triumph development. City Attorney Jeremy Cook said that on expiration the zoning stays but density vesting is lost. The applicant believes collector road fencing is no longer required; since fencing is in the plat's notice of decision, a plat amendment would be needed.
