Harmony Phase A right-of-way vacation and Plat MF1 multifamily site plan

    Approved with conditions · 4-0

Senior Planner David Stroud presented the right-of-way vacation for Plat 5 and the multifamily site plan: 92.186 acres with 1,935 conceptual, unvested units, 632 amenity points proposed against 142 required, and a 1,848-square-foot clubhouse that the code says needs a food service area. Love objected to counting the patio toward amenities; applicant representative Bronson Tatton said it could be enclosed. The council approved the vacation and approved the site plan with five conditions: add a clubhouse food service area, clarify fire line access at Buildings J and K, meet city lighting standards, enclose the patio, and build a six-foot masonry fence on the north (single-family) and east (commercial) boundaries. The Planning Commission had recommended approval with conditions.

    • Units: 1,935 conceptual
    • Acres: 92.186 (multifamily area)

First amendment to the Harmony development agreement

    Approved · 4-1

The original agreement with Eagle Mountain Properties, L.C. was approved in January 2015 with a preliminary plat, leaving alternative block designs for later plat approvals. A site plan application raised a possible conflict with the agreement's lot frontage section; the amendment clarifies that section does not apply to alternative block designs. Wood noted the site plan was previously denied and has returned to the council.
