Administrator's report: TSSD sewer impact fees rising
No action
Bunker said TSSD completed an impact fee facilities plan and analysis showing sewer impact fees will rise in January, with user rate increases coming to the council in December. He stressed these are TSSD fees, not city fees.

TSSD impact fee and sewer user fee increases
Approved · 5-0
Resolution 2023-12-45R amends the fee schedule to pass through Timpanogos Special Service District impact and user fee revisions. Shelton said he had hoped increases would be phased rather than a 40% step at once; City Administrator David Bunker said TSSD needs revenue for ten years of projects, some not payable by impact fees, and will bond for them while keeping some cash reserves. Projects include a large lift station on TSSD property near the Boat Harbor and a proposed indoor composting operation needing an adjacent city's approval. Staff will separate storm drain fees in the chart.

Boat Harbor Pump Station land use map amendment, about 1611 S. 100 West (Harbor Road), 31.71 acres
Recommended for approval · 6-0
Change from the Resort land use designation to Institutional Lands, Schools and Public Facilities ahead of annexation. Brandon Wyatt of engineering firm Bowen Collins & Associates, representing the Timpanogos Special Service District (TSSD), said the district will replace its aging pump station at 1500 South and Boat Harbor Road, which is near the end of its design life and capacity, with a new station on a 32-acre site near the Timp Marina Club. Only about 7 acres would be developed for the station and the 1700 South road extension; the rest would be mitigated wetlands under Army Corps of Engineers jurisdiction. The station would handle 53 million gallons a day at first, expandable to 81 MGD, serving American Fork, Lehi, Saratoga Springs and part of Eagle Mountain. Asked by Commissioner Bruce Frandsen, Wyatt said TSSD decided to annex because it needs city road access and culinary water, and will petition for annexation. Wyatt said neighbors had responded well to buffering and trail improvements.

About 31.71 acres owned by Timpanogos Special Service District changed from Resort to Institutional Lands, Schools and Public Facilities as the first step before annexation. Brandon Wiatt of Bowen Collins said the district will develop about 7 acres in the northeast; land south of the road becomes Army Corps-permitted mitigation wetland with deed restrictions. Carroll asked about buffering nearby residents; O'Brien said site layout can be bound in the annexation agreement. Resolution 2025-07-15R.
