Council clears way for CDL testing site on Frontage Road and adopts budget adjustments

November 14, 2023, 7:00 p.m. · American Fork City Hall, 31 N. Church St.

With Mayor Bradley Frost and Council Member Rob Shelton absent, the council found that a commercial driver's license testing site at 205 W. Frontage Road is an acceptable use in the planned industrial zone, pending a site plan. It created a hazardous geographic mitigation map flagging wetlands and other sensitive land, adjusted the fiscal 2023 and 2024 budgets, vacated an 1100 South right-of-way for the Stone Creek realignment and re-approved a small boundary adjustment with Pleasant Grove. City Administrator David Bunker warned that Timpanogos Special Service District sewer impact fees will rise in January.

CDL test site concept plan, 205 W. Frontage Road (PI-1 zone)

    Approved with conditions · 4-0 · 205 W. Frontage Road

The applicants asked the council to rule under 17.07.701(b) that a commercial driver's license testing site is similar to permitted PI-1 uses. Hunter wanted curb, gutter and sidewalk because the frontage road will be extended and carry more traffic; legal counsel Cherylyn Egner said conditions must tie to the project. Applicant Brian Lillie said state rules require gravel, not asphalt. The council approved the use subject to a favorable planning commission site plan, with all standard PI-1 requirements.

What residents said

Bicycle connectivity across I-15 and on 200 West200 South construction timeline

Dennis Day, Brian Lillie and Ryan Lewis spoke for the proposed CDL Testing Services site at 205 W. Frontage Road, saying it is a testing service, not a school, with two to three trucks hauling empty trailers, one operating four to six hours, three days a week, in an area already loud from I-15 and FrontRunner. Nick Merrill thanked the city for a warning sign on 200 South, asked when 200 South construction will finish and how cyclists will connect across the freeway, and urged a neighborhood byway on 200 West from the bike/pedestrian master plan. No one spoke at public hearings on the 1100 South right-of-way vacation, a utility easement at 348 N. 1160 East, or the budget adjustments.
