THN 2 annexation
Island of unincorporated land next to homes east of the hospital. A 1.121-acre THN petition was denied Jan. 9, 2024, for leaving out the Hansen parcel; the 1.308-acre THN 2 petition covering the whole island was accepted April 30 and annexed Aug. 27 with PO-1 and R1-9,000 zoning, over neighbors' concerns about building height and traffic.

Denied · 4-0
Denied on staff recommendation because the petition omitted the Hansen property to the north, leaving an unincorporated island; an earlier petition was also denied. Applicant Ryan Davis said Mr. Hansen refused to annex over property taxes. A revised 1.308-acre THN 2 petition covering the whole island was accepted April 30.

Resolution 2024-04-12R accepting the petition, which covers the whole unincorporated island. O'Brien said acceptance approves no development; terms come in the annexation agreement. Property owner Jack Young said Premier Family Medical approached his family in 2022 and two earlier petitions were rejected. Neighbor Terry Mills said residents oppose a tall building like the one at 300 North 1100 East.

Ordinance 2024-08-41 annexing land with PO-1 professional office zoning (hospital-related uses) and R1-9,000 on parcels owned by Hansen and Tian. Development Services Director Patrick O'Brien said the land use was changed a few years ago to allow PO-1 on annexation and a recent code change requires setbacks equal to building height (30-foot max in PO-1, versus 36 feet in R1-9,000). A traffic study will be required at development. Neighbors said assurances were vague.
