Parks and Recreation Master Plan preliminary draft

    Discussed

Consultants from Design Workshop presented a plan after 18 months of public input. Park acreage meets national standards, but the plan recommends another indoor recreation facility, Legacy Center renovations, more baseball fields and more programming for teens and adults; classes have waitlists. It sets five themes, 24 goals and 82 action items over 10 to 20 years, with near-term priorities including Family Park phase two, Willow Park, Jordan Willows, indoor recreation and aquatics studies and ball netting at the Sports Park. A survey found 79% willing to fund new parks investments. Council members discussed funding sources, school joint use, staffing, the PARC tax split between parks and arts, and priorities between Dry Creek and Mellor-Rhoads Park.

2025 Parks and Recreation Master Plan (Resolution 2025-69)

    Approved · 4-0

Trent Dyer called the plan a guidebook for planning and budgeting, not a ranked list. Many residents near Belmont Elementary and Viewpoint Middle School, including the Belmont PTA president, asked for a park on city-acquired land in a gap area known as the Bermuda Triangle; most wanted green space, some a quiet design with trails rather than an active playground. Others raised ball fields in west and east Lehi, a recreation center, Jordan Willows and locked gates at Osier Park. Parks Manager Steve Marchbanks said designs for the site have started and proposals would come in budget talks beginning in February; Osier Park paving is delayed by budget; and Mellor-Rhoads Park awaits funding after final land acquisition. Marchbanks said no amendment is needed to add the park.
