Kim Struthers presented changes: 'industrial zone' becomes 'light industrial', 'microphone' becomes 'sound level meter', limits follow the most restrictive zoning at the affected property line, measurements are taken at the affected property, and exemptions are expanded to athletic events and normal road traffic noise. Measurement devices would be at the property line, three feet above ground and five feet from walls. Craig Chambers said only two noise cases reached him in nine years and more than 130 complaints have been resolved. Staff estimated renting a monitoring device at about $2,000 a month or buying one at about $20,700 plus subscriptions. Council Member Condie and Council Member Hancock favored lower-end devices to start; Hancock asked for a list of approved devices residents could use; the mayor raised tampering, and the administrator suggested a trail camera.
