General plan amendment for a tennis and pickleball facility (Ordinance 22-2021)
Tabled · 5-0
Jacob Hansen proposed an indoor tennis and pickleball facility offering lessons, leagues and tournaments on 3 acres. Council members liked the use but worried a change to Commercial could open the door to uses that do not fit the area; Council Member Katie Koivisto said she was hesitant to change the designation. Two residents spoke in support. The council tabled the item and directed staff to draft a development agreement allowing the use under the existing designation.

Development agreement with JJR Tennis Club (Resolution 2021-39)
Approved with conditions · 5-0
Jacob Hansen represented the applicant. The city attorney said redline changes were presented that night. The agreement mostly grants exceptions to setbacks and height in the current zone. Council Member Chris Condie asked for a fence or landscape buffer for the one house to the west, since a school has bought land there. The council approved it with the staff redlines and a requirement that the applicant work with staff and that neighbor on screening.
