SilverLake South Phases 21 and 24 site plan
Approved with conditions · 5-0
The council approved the site plan for 59 units in Plat 21 and 72 in Plat 24 with eight conditions: a $2,810.40 per-unit landscape escrow, fencing matching the collector standard on Golden Eagle Road, moving the fire pit, an ADA stall, eight-foot trails, completion of the Golden Eagle Road extension before school starts Aug. 18, 2020, landscaping by July 31, 2021, and design variation on Elevation A. Applicants Pete Evan and Bronson Tatton said eight-foot concrete trails will run along SilverLake Parkway and Golden Eagle Road and an opening will be cut in a fence to connect to a school route. Love said Elevation A, all Hardie board, does not meet the master agreement's multiple-masonry requirement; Curtis said materials should not be forced if homeowners do not want them.

SilverLake South Phases 21 and 24 site plan
Tabled · 5-0
The council tabled the site plan for 131 units: Plat 21 with 27 single-family lots and 32 townhomes, and Plat 24 with 39 single-family lots and 33 townhomes. Council Member Colby Curtis said elevations lacked required rock accents and masonry wraparound; staff said the master agreement counts Hardie board as masonry. Applicant Bronson Tatton of Flagship Homes said homeowners choose materials and blamed a reimbursement-agreement dispute for leaving out Phases 22 and 23 and the Golden Eagle Road extension. Clark insisted on a 77-foot road because of school traffic; Curtis and Council Member Jared Gray preferred 70 feet with a center turn lane. Curtis's motion to approve with eight conditions, seconded by Council Member Donna Burnham, was not adopted. Burnham's substitute motion, seconded by Curtis, tabled the item until a reimbursement agreement is in place, a safe route to the elementary school is determined, updated renderings show rear articulation and multiple masonry materials, and trail materials are approved.
