Hidden Hollow Phase B amended site plan
Approved with conditions · 5-0
The council approved changes to the Hidden Hollow Phase B site plan, originally approved Sept. 4, 2018 for 17 single-family lots and 54 townhouses. The amendment removes the rear trail, moves the restroom and amenities to the upper lot (away from the well) and replaces a 20-stall trailhead lot with 80 stalls, with the lower lot as a smaller overflow area. Bid-based costs cited included $11,950 for trail preparation, $10,434 for asphalt and $7,966 for curb and gutter; the city estimated paving at about $2 per square foot. Applicant Ryan Bybee said the lot could be improved with Phase C amenity funds. Council Member Donna Burnham wanted as many stalls as possible; Council Member Colby Curtis preferred split-rail fencing over asphalt on the lower lot; Council Member Jared Gray favored paving now as cheaper than later; Council Member Carolyn Love preferred 80 unpaved stalls over 20 paved and opposed removing playground equipment. Burnham's motion carried with six conditions, including $4,000 of discontinuous split-rail fencing in place of railroad ties, a full landscape plan, a plat amendment, lower-lot drainage and a list of upper-lot amenities.
