A preliminary plat adding 22 homes across plats F-1 and F-2 to a dead-end street already above the 30-home limit. A motion to approve failed 2-3 and the plat was tabled January 17, 2023 so the applicant can propose a wildlife corridor easement and meet the limit.

Lone Tree 3 concept (work session)

    Discussed

Applicant representative Brian Haskell showed a concept that removes 17 lots from the 300 series and increases lots to 22, with an access road for a future Circle 5 Ranch. Curtis recalled the May 2019 approval (cul-de-sac, density transfer, blasting prohibited) and worried about buildability; Haskell has not committed to avoiding blasting. Wright favored allowing the access exclusion if Circle 5 develops.

Lone Tree Phase F, Plat 3 preliminary plat

    Tabled · 5-0

The plat would add 22 homes (Plat F-1 has 21 lots; F-2 has 18 lots plus a detention and open space lot) to a dead-end street that already serves ten homes on Walnut Drive, exceeding the 30-home limit. The road grade is below the 12 percent maximum and roads meet the prior 53-foot width standard; the plat needs 3,920 additional square feet of open space and eight amenity points or a $18,307.90 fee in lieu, and Rosewood Drive would connect to Circle 5 Ranch when that area develops. The Planning Commission recommended approval with conditions. Council Member Colby Curtis objected to exceeding the home limit, a cul-de-sac over 400 feet and the added lots; Council Member Jared Gray wanted proof of adequate building envelopes and wider roads; Council Member Brett Wright supported it with a wildlife corridor. Residents at the hearing raised wildlife corridor preservation, a secondary exit before homes are built, turn radius on Walnut Drive and blasting; the developer agreed not to blast. A motion by Burnham to approve with a wildlife corridor easement in place of the fee failed 2-3 (Burnham and Love yes). Wright then moved to table so the applicant can draft easement language for lots 313 and 314 and adjust the plan to meet the 30-home limit.

    • Lots: 21 in F-1 and 18 in F-2
    • Fee in lieu of open space: $18,307.90
    • Dead-end limit: 30 homes

Moved by Council Member Brett Wright, seconded by Council Member Donna Burnham (substitute motion to table); earlier motion to approve failed 2-3. Vote: 5-0
